Polish Minister Marcin Kierwiński said Poland’s participation in the IRIS² programme was designed to reflect the ambitions and interests of the Polish space industry.

Kierwiński said Polish companies are expected to be actively involved in the consortium and to work closely with European partners.

He highlighted Poland’s strong competencies in low Earth orbit, where Polish companies can act as technology suppliers and reliable solution providers.

The Minister also said Poland’s space industry will continue building its capabilities in medium Earth orbit as part of the project.

A key element will be the gateway ground station located in Poland, which will coordinate and manage satellites for Poland.

Kierwiński stressed that this ground infrastructure will be fully managed by Poland and should become a major area of engagement for Polish companies.

His message was clear: Poland’s role in IRIS² is not only about secure connectivity — it is also about industrial growth, national control and giving Polish companies a strong place in Europe’s space future.

European Commissioner for Defence and Space Andrius Kubilius highlighted the technological ambition behind Europe’s IRIS² secure satellite connectivity programme.

Speaking in Warsaw, Kubilius said IRIS² is important not only for security services, but also as proof that Europe can build the most advanced space technologies.

He recalled that Europe already has world-leading space systems such as Galileo for navigation and Copernicus for Earth observation.

Kubilius said IRIS² is being developed with European industries and could become a highly advanced secure connectivity system.

He pointed in particular to technologies such as quantum encryption, saying this could make IRIS² a unique system globally.

The Commissioner also described Poland’s participation as a symbol of European solidarity: Poland gains capabilities it could not easily build alone, while its investment strengthens the entire European system.

His message was clear: IRIS² is not only about satellite connectivity — it is about European technological leadership, solidarity, security and strategic autonomy in space.

UN/ORGANIZATION OF ISLAMIC COOPERATION

Starting today until 24 July, the General Cooperation Meeting between the Unoted Nations and the Organization of Islamic Cooperation (OIC) and their specialized bodies is taking place at our own Offices in Geneva. This is a gathering that takes place every two years.

Co-chaired by Dr. Ahmad Kawesa Sengendo, the Assistant Secretary General for Economic Affairs for the OIC, and Khaled Khiari, the Assistant Secretary-General in the Departments of Political and Peacebuilding Affairs, the meeting will see high-level representatives from nearly 50 UN and OIC agencies, funds and programmes.

In his opening comments, Mr. Khiari emphasized the great value that the UN places on the support it receives from the OIC.

During the meeting, representatives of the two organizations will hold discussions on a full range of issues of common concern relevant to OIC Member States, including political, economic, and social issues.

SECURITY COUNCIL

This morning, the Secretary-General addressed the Security Council debate on natural resource governance and he said that, across our world, the control and exploitation of natural resources are dramatically altering the causes, dynamics, and the outcomes of conflict.

Mr. Guterres said that critical minerals such as lithium, cobalt, nickel, and rare earth elements are gaining in strategic importance. He noted the illegal mining and mineral smuggling in the Democratic Republic of the Congo and the exploitation of gold and gum arabic that has been taking place in Sudan, which have flagged to you not too long ago.

The Secretary-General stressed four urgent priorities for the way ahead: ensuring justice for countries and communities that have resources; curbing illicit flows and strengthening transparency across mineral supply chains; the peaceful settlement of disputes over natural resources; and taking climate analysis into account.

The Council also heard remarks from the head, the Director-General of the World Trade Organization, Dr. Ngozi Okonjo Iweala.

NICARAGUA

In answer to question on the recent statements made by the Government of Nicaragua on elections, the Spokesperson said that the Secretary-General is closely following developments in Nicaragua and is concerned about the continuing erosion of civic and political space in that country. The High Commissioner for Human Rights Volker Türk earlier released a statement deploring Nicaragua’s deepening restrictions on civil and political freedoms.

The Secretary-General recalls that authorities have a responsibility to uphold human rights and ensure that all citizens can participate freely and safely in public life, including by exercising their right to vote in elections that guarantee the free expression of the will of the electorate.

European Commissioner Wopke Hoekstra clarified the expected climate impact of the Commission’s new ETS trajectory during the Q&A on the ETS review and Energy Package.

Hoekstra explained that Europe’s climate roadmap has evolved from the Fit for 55 target for 2030 and the net-zero target for 2050 toward a new 90% emissions reduction target for 2040.

He recalled that the 2040 target was first announced in 2023 and has now been turned into concrete legislative work by the current Commission.

According to Hoekstra, the new framework includes a 90% target for 2040, with 5% international credits forming part of the overall climate architecture.

He said the Commission is now detailing the road toward 2040, with the EU Emissions Trading System playing a central role.

Hoekstra stressed that the ETS trajectory will carry a very high level of ambition, especially in the first five years, while continuing to drive reductions beyond that period.

He also referred to the introduction of up to 2% credits within the ETS framework, while ensuring that the system delivers its full and fair share of Europe’s climate ambition.

His message was clear: the ETS review is not just a technical reform — it is a core pillar of Europe’s path to the 2040 climate target.

A research mission set out from Brazil to explore the ocean’s ‘twilight zone’. Plunging from 200 to 1,000 metres deep, this is the largest #habitat on Earth and is estimated to contain 90% of the global biosphere.

Researchers on the Schmidt Ocean Institute vessel brought a groundbreaking microscope called the Squid, which uses lasers to scan living creatures - even single-celled ones.

The ocean could hold as many as 1.75 million undescribed #species. But habitat destruction, pollution, climate change, and overfishing all pose grave threats to ocean life.

Friends of Ocean Action is a group of leaders from business, science and civil society who use their knowledge to help conserve the #ocean and sustainably manage marine resources.

UN Controller Chandramouli Ramanathan told reporters that on Tuesday (30 Jun), the Member States approved a budget of $5.1 billion for peacekeeping, “which is about $550 million less than last year, which is a 9.7 percent reduction.”

“About 1,100 civilian posts also being reduced,” he added.

Asked about the two biggest financial contributors of the UN, Ramanathan said that on the regular budget, “China owes us another US dollars 428 million, which we expect them to pay maybe in September and December into installments.”

“The US also was assessed US dollars 767 million. They paid 160. We've been told that they were planning to make a payment in April and July. The April payment didn't happen, so they are still telling us that the payment is on its way and we are expecting a payment.”

The Controller also said, “our assumptions are based on collections from both of them, if either of them doesn't pay in time, we have a little bit of a crisis in September, but if they don't pay at all or pay a less than their original amount, then we have a little bit of a challenge at the end of the year. But even if both of them pay, we're going to end the year with pretty much our cash gone.”

Ramanathan also emphasized that the new methodology “prevents a crash” but “it does not do away with all the problems.”

He said, “the expectation should not be that suddenly we are in a great shape and we're going. No, we have prevented a crash. We ensure that the boat can get to the coast. It does not mean that it's strong enough now to keep sailing because it still has problems. It is still vulnerable to any nonpayment.”

The UN ended 2025 with a record high of $1.6 billion in unpaid assessments, according to the Secretary-General latest report on the Organization’s financial status, issued in May.

Overall arrears across the regular budget, peacekeeping and two international tribunals exceed $6.5 billion.

At the beginning of this year, the UN implemented strict cash conservation measures to both reduce and slow expenditures.

Until Tuesday night (30 Jun), the financial rules, established 80 years ago, required the UN to give back any unspent funds to Member States as credits against future assessments.

This applied even when underspending results from late contributions or from funds that were never received.

This episode is all about the healthcare workers who keep Europe's health systems on their feet, and the data that is revealing a crisis. Europe has more doctors and nurses per head of population than anywhere else on Earth, and yet, across the continent, health systems are under strain: overwhelmed, understaffed, and increasingly anxious about the future.

“First you feel the shake, and the light, and then the blast, the sound comes. I blacked out between exiting the building, but when I was out, there was just a scene of a massacre. The only thing I recall after that was being thrown a phone and told: ‘Call your parents, now.’”

Humanitarian workers are routinely exposed to primary and secondary trauma. Yet stigma and survivor’s guilt can prevent aid workers seeking timely help for post-traumatic stress. As much of Europe experienced another period of extreme heat the past week, understanding how different parts of the Earth system respond to warming is more important than ever.

Secretary-General António Guterres told the General Assembly that global instability, economic hardship and the misuse of emerging technologies are creating fertile ground for terrorism, as the UN opened its 2026 Counter-Terrorism Week.

“We meet at a moment of acute instability,” Guterres said today (29 Jun). “Conflicts are triggering energy shocks, inflation and hunger across the globe. Temperatures are rising. Millions are displaced. And millions more face economic hardship. These conditions – of want, of fragility, of mistrust – are ideal circumstances for terror to thrive.”
Guterres said sustainable development and human rights were central to prevention efforts. “This is why advancing sustainable development and upholding human rights are vital to counterterrorism,” he said. “In practice, this means expanding economic opportunity; ensuring greater inclusion for minorities; enabling the meaningful participation of women and youth; supporting local peacebuilding efforts; and protecting civic space. A more equal world is a safer world. That is the power of prevention.”

He pointed to victims' testimony and private-sector cooperation as key tools in countering extremist narratives. “Victims share powerful testimonies that challenge terrorist narratives,” Guterres said. “And the private sector plays a crucial role in sharing insight and securing the technologies terrorists seek to exploit. Our allies are found across society – and by working together, we enhance our reach and our legitimacy.”

The Secretary-General warned that terrorist groups have grown adept at exploiting artificial intelligence, digital platforms and unmanned weapons to recruit members, raise funds and plan attacks, but said the same technologies could be turned toward prevention.

“Terrorists have grown adept at exploiting emerging technologies, including artificial intelligence, digital platforms, and unmanned weapons,” he said. “These tools have supercharged their ability to recruit, finance and plan attacks. But technology also offers powerful tools to detect threats early, stop the flow of illicit assets, and understand pathways to terrorist radicalization.”

He noted that Member States had committed to harnessing digital tools for the public good through the Pact for the Future and the Global Digital Compact and said the Independent International Scientific Panel on AI would provide further guidance.

Guterres also said terrorism was evolving and that the international community must adapt accordingly, calling for prevention, cooperation and a steadfast commitment to human rights to build a world where people can live free from fear.

Guterres' remarks opened the Fourth United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of Member States, running 29-30 June under the theme “A Future Free from Terrorism: Consolidating the Global Commitment to Multi-Stakeholder Approaches to Counter Terrorism, notably through Member States' Leadership and Action.”

Special Representative for Libya Hanna Serwaa Tetteh warned against a “growing wave of misinformation, disinformation, hate speech and incitement” targeting refugees, migrants, humanitarian actors, and UN personnel, and stressed that the UN “is not in the business of resettling migrants” in Libya.

Addressing the Security Council, Tetteh said, “a growing wave of misinformation, disinformation, hate speech and incitement targeting refugees, migrants, humanitarian actors and UN agencies and personnel in Libya, including Libyan nationals.”

She continued, “False and misleading claims – particularly allegations of UN plans to settle migrants or refugees in Libya – have contributed to a climate of hostility, threats, and violence against humanitarian workers and UN personnel, and have already provoked violence against UN premises, underscoring the real dangers posed by disinformation. Migration is a legitimate public concern but must be addressed on the basis of facts, not fear, and through responsible public discourse rather than inflammatory, false and provocative narratives. Let me use this opportunity to state clearly that the UN in Libya is not in the business of resettling migrants into Libya.”

She stressed, “The country’s challenges cannot be addressed through fabrications and scapegoating. They require responsible leadership, unified functioning and effective institutions to restore public trust. Advancing the UNSMIL-facilitated roadmap is therefore not merely a political imperative; it is one viable path to overcoming institutional fragmentation and building a more stable and secure future for all Libyans.”

She also said, “Libya’s economic trajectory continues to pose a significant threat to its stability and the wellbeing of its citizens. Rising prices and the erosion of purchasing power increasingly strain households and impact the provisions of social services across the country.”

She added, “Higher global oil and gas prices have boosted revenues and provided short-term relief, but this should not obscure structural vulnerabilities. Fuel shortages across Greater Tripoli and other cities particularly in the south in late April and May, exposed persisting weaknesses in the management of the subsidy regime. The primary driver of fuel shortages remains entrenched networks smuggling subsidised refined petroleum products out of the country to the disadvantage of the Libyan consumer.”

She stressed that in Tripoli, public mobilisation against migration-related issues intensified this month due to “deliberate misinformation” on various media platforms.

She continued, “On 4 June, hundreds of demonstrators gathered outside the UNHCR and UNSMIL buildings, demonstrating against alleged plans to settle migrants in Libya. At UNHCR, demonstrators blocked access to the premises with earth barriers. At UNSMIL, protesters breached the perimeter, damaged the entrance gates, dumped sand and debris, and threw stones at UN security personnel.”

She also emphasized that “if Libyan political actors and institutions are unable to work together to create the political and security conditions for holding elections and completing the remaining legal and institutional steps within a reasonable timeframe, continued reliance on this process alone will not be sufficient to deliver the Libyan people’s right to have a government of their choice which would have democratic legitimacy.”

Taher M. El-Sonni, Permanent Representative of Libya to the United Nations, stated, “We stress to everyone that Libya will not be a place for the resettlement of immigrants. Libya will never be country for the resettlement of immigrants in any form.”

European Parliament President Roberta Metsola visited Bratislava on 12 June 2026, where she took part in a townhall discussion with students at the Old Market Hall during her official visit to Slovakia.

After meeting Slovak leaders, including Richard Raši, Peter Pellegrini and Robert Fico, Metsola turned to young people to hear their vision for Europe. Her visit focused on the big questions shaping the EU’s future: competitiveness, Ukraine, democracy, industry, energy, the single market and Europe’s ability to deliver real solutions.

In Bratislava, Metsola said Europe must be known for innovation, industry and ingenuity, and warned that in a world that often feels “on fire,” people are looking to leaders for solutions. Her message to Slovakia was clear: Europe must listen better, act more decisively and deliver for the next generation.

The townhall highlighted one of the most important parts of the visit: giving students a voice in Europe’s future at a moment when the EU faces pressure from war, economic uncertainty and political division. Metsola’s message was that Slovakia is not on the margins of Europe — the heart of Europe beats loudly in Slovakia.

This talk could be described as "pixelebbe Wrapped", except that it is at a different time of the year, has better jokes, provides more technical and moral insights and is not personalized. So erm it probably isn't a "pixelebbe Wrapped" at all, but hey, learn how we built and hosted pixelebbe, achieved better uptime than GitHub and spent only a reasonable amount of effort on this shitpost-turned-project (that's what we tell ourselves at night).

In the history of human kind, there is a set of unfortunate innovations that have caused a lot of suffering and destroyed many lives. One might think of the nuclear bomb, or the internet. One could also think of pixelebbe. At least if one were to be untroubled by accusations of exaggeration and over-dramatising.

Well what is pixelebbe? It's a pixel-setting experience designed to frustrate the player using everyones' favorite thing: ✨ excessive bureaucracy ✨. The idea is very simple: we provide a 40x30 canvas, everyone can then tell us to set a specific pixel to a specific colour from our limited colourset, which we then do and so a picture will be created. Just add on top of that large amounts of red tape, such as limited office hours, a dedicated queueing system, having to use an official government form, very strict formality control and stamps.

In this talk, we want to lift the curtains and give a backoffice tour through pixelebbe. We'll talk about the technology abused to build and host pixelebbe, how we made professional software designed to look like it was put together in 2 hours. We'll even leak official secrets and risk going to pixeljail. There'll be time for a Q&A and a rare live-pixel-setting-session. Rumour has it, that even our agency lead might appear on stage, which had been notoriously always-absent during 39c3.

Minecraft servers have always been decentralised, but in 2022 Mojang attempted to roll out a chat reporting system. Without the ability to trust either the client or the server, this turned out to be very difficult to get right. Over the next 6 months, we were in a cycle of Mojang releasing an update, and us dropping an exploit. In all we dropped 7 exploits, and there were a couple more found by others.
This talk covers the context behind the system, how the exploits worked, how Mojang tried to patch them, the community response, and why the system is still broken today, and a new exploit I discovered while writing the talk.

European Commission President Ursula von der Leyen delivered a strong geopolitical message at the EU-Western Balkans Summit in Tivat, Montenegro, addressing both Ukraine and China.

Von der Leyen said no one wants peace more than the people of Ukraine and President Volodymyr Zelenskyy, stressing that Ukraine has the EU’s full support. She then turned to China, underlining the EU’s clear approach: de-risk, not decouple.

Her message was direct: Europe wants dialogue with China, but dialogue must deliver. Europe welcomes competition, but competition must be fair. And Europe wants access to the Chinese market based on real reciprocity for European companies.

Von der Leyen said the EU has a toolkit of instruments, but the order is clear: avoid decoupling, keep dialogue open, protect against unfair competition and make sure market access works both ways. The Tivat summit also took place amid wider EU concerns over Russian and Chinese influence in the Western Balkans, as EU leaders reaffirmed the region’s membership perspective and Montenegro’s possible path to joining the EU by 2028.

Erik and Molly (among others) became HedgeDoc maintainers during the pandemic. They started a complete rewrite of the project almost immediately and learned FOSS maintenance the hard way. In this talk they'll present some lessons learned, so that others might have a better starting point.

Now that you are a FOSS maintainer (or are aiming to become one) several questions might come to your mind.

- What's maintaining like?
- What can I do to make my life easier?
- How do I manage the community?
- How do I keep the motivation high?
- How can I prevent burnout?
- What's the important stuff that suddenly needs to be handled?

We were at the same point, but after six years continuous maintenance of a reasonably big FOSS project, we've come to some answers that we'd like to share with you. Expect some honest answers, funny anecdotes and hard learned lessons.

European Commissioner for International Partnerships Jozef Síkela travelled to Nuuk, Greenland, where he held a press conference with Greenlandic Prime Minister Jens-Frederik Nielsen and delivered a clear message: the EU wants a stronger Arctic partnership — but Greenland’s future must be decided by Greenlanders.

Síkela said he came to Greenland first of all to listen: to the government, the EU–Greenland Policy Dialogue, the Inuit Circumpolar Council, local entrepreneurs and young people who will live with the consequences of decisions made today.

He warned that the Arctic is changing faster than any other region on Earth, warming around four times faster than the global average. This transformation is opening new trade routes, creating access to critical resources and raising new security questions — all with direct consequences for Europe.

Síkela said Europe is stepping up because the Arctic matters for climate, security, supply chains and the future of the European economy. He confirmed that he will present an updated EU Arctic Strategy later this year, built with Arctic partners — not written in Brussels and imposed on them. The European Commission lists his Nuuk press conference and Future Greenland remarks among his official speeches from 20 May 2026.

At the heart of his message was the EU–Greenland partnership. Síkela said Europe wants to build with Greenland, investing in areas that serve Greenlandic priorities: energy, connectivity, education and responsible development of resources.

He highlighted concrete projects, including a new undersea cable linking communities across Greenland, the first commercial hydropower project in Tasersiaq, progress on critical raw materials, and education support for skills needed in the clean and digital transitions.

Síkela also pointed to the EU’s long-term commitment: a 40-year partnership, a permanent EU office in Nuuk since 2024, and a Commission proposal to nearly double the financial envelope for Greenland from €225 million to €530 million in the next budget cycle. EU-focused reporting on the visit also highlighted the proposed €530 million package and the message that Greenland’s future is for Greenlanders to choose.

His strongest line was simple: “The future of Greenland is for Greenlanders to decide.”

The message from Nuuk was clear: Europe sees Greenland as a strategic partner in the Arctic — but the partnership must be based on respect, high environmental standards, local priorities and mutual benefit.

European Commissioner for Fisheries and Oceans Costas Kadis presented the new OceanEye initiative, calling it a flagship project for President von der Leyen and the European Commission.

Speaking at the European Commission press conference, Kadis said Europe must move to the forefront of ocean observation — not as a symbolic goal, but as a necessity. He warned that ocean knowledge is still fragmented, underfunded and at risk at the very moment when Europe needs it most.

His message was powerful: although the ocean covers around 70% of the Earth’s surface, only about 5% has been mapped and explored. As Kadis put it, we know more about the surface of the Moon than about our ocean.

The OceanEye initiative aims to transform how Europe observes, understands and protects the ocean. It will bring together ocean observations, marine data and digital applications into a more unified and efficient system.

Kadis explained that OceanEye is built on four main pillars: stronger EU governance, international cooperation, industrial and operational applications, and a deeper connection between citizens and the ocean.

The initiative will support marine ecosystem protection, strengthen coastal preparedness against extreme weather, boost the blue economy, and contribute to maritime security, safety and defence.

Kadis also highlighted the economic value of ocean observation, saying that every euro invested in ocean observing systems can generate €5 to €6 in economic and societal benefits.

The Commission plans to include a new governance framework in the European Oceans Act, expected by the end of the year. It will also build international partnerships, including with UNESCO’s Intergovernmental Oceanographic Commission, to support global ocean observation.

The message from Brussels was clear: Europe’s future depends on understanding the ocean better — for climate resilience, security, innovation, coastal communities and the blue economy.
