The United Nations brought together AI thought leaders in Mexico City on 23–24 July for the second convening in a global dialogue series examining how one of humanity’s most transformative technologies is reshaping human progress.

Convened under the leadership of United Nations Deputy Secretary-General Amina J. Mohammed, the gathering is organized by the United Nations Office for Partnerships (UNOP), in collaboration with the Government of Mexico and builds on the inaugural convening held in Cairo in June 2026.

SECRETARY-GENERAL/CYPRUS

The Secretary-General is currently in Cyprus. His visit comes as part of his good offices mission and to show his strong commitment to the Cyprus issue.

Earlier today, he met separately with Mr. Nikos Christodoulides, Leader of the Greek Cypriot Community, and with Mr. Tufan Erhürman, Leader of the Turkish Cypriot Community. Following his meetings, the Secretary-General emphasized that this is a visit of solidarity with the people of Cyprus and that he will do everything he can to support the Greek Cypriots and Turkish Cypriots in this very important moment.

The Secretary-General held a number of meetings today, including the co-chairs of the Technical Committees and civil society representatives. The Secretary-General also visited the Committee on Missing Persons in Cyprus, which is the island's oldest bi-communal institution, as well as the Committee's Anthropological Laboratory.

The Secretary-General visited the UN Buffer Zone, where he laid a wreath at the permanent monument dedicated to the service and sacrifice of all the peacekeepers who have served on the island since 1964. The monument honours the memory of the 187 peacekeepers from 11 countries who made the ultimate sacrifice in the service of peace in Cyprus. He then toured the Buffer Zone.

Later today, the Secretary-General will have a joint dinner with the Greek Cypriot and Turkish Cypriot leaders. He will continue his engagements in Cyprus tomorrow.

REFUGEE CONVENTION

Today is the 75th anniversary of the entry into force of the 1951 Convention relating to the Status of Refugees, and the Secretary-General said that the Convention has saved millions of lives and stands among the clearest expressions of our common humanity.

Today, he warned, that promise is under strain. Conflicts are multiplying, persecution persists, and growing numbers are forced to flee. Meanwhile, the right to seek asylum is too often questioned, restricted, or denied.

The Refugee Convention is not a relic of another era, Mr. Guterres said.  It remains as necessary today as when it was adopted. It is not an obstacle to be circumvented, but a foundation to be upheld - through access to protection, fair and humane asylum procedures, and full respect for the principle of non-refoulement, all without discrimination.

It also means rejecting policies that externalize protection responsibilities, or penalize people for seeking safety, or make protection conditional on nationality, religion, ethnicity, or route of arrival.

He calls on every Member State to renew its commitment to the letter and spirit of the Convention, and to choose solidarity over indifference, and humanity over fear.

Also, on the anniversary of the Refugee Convention, 75 leading figures from across society have today joined the UN Refugee Agency (UNHCR) in launching, The Promise, a global statement of solidarity with refugees.

Convened by UN High Commissioner for Refugees, Barham Salih, the initiative aims to build a global coalition in support of refugee protection at a time when the international system faces growing challenges. Among the signatories are actor-filmmakers Cate Blanchett, Angelina Jolie and Ben Stiller; Nobel Peace Prize Laureates Malala Yousafzai, Nadia Murad and others. Their participation reflects broad support from across society for protecting the right to seek asylum and standing in solidarity with refugees.

In October and November 2025, Amnesty researchers, visited northeastern Chad near the border with Sudan. Here they documented what civilians have lived through since the war began.

European Commission Executive Vice-President Roxana Mînzatu reflected on the wider social power of football during the press conference on the European Pillar of Social Rights.

Mînzatu said football can anchor a much broader debate because it is built around fair play and performance.

She described football as a sport that brings billions of people together across countries, cultures and backgrounds.

The Executive Vice-President said football creates a sense of shared humanity, shared passion and shared values.

She added that she is often amazed by how football connects with many different areas of life beyond sport itself.

Cut off from his brigade and resupplied only by drone, Serhii endured winters in a dugout he said he wasn't sure to call "a shelter, or a grave."

White House press secretary Karoline Leavitt said Trump had spoken with Gulf and Arab allies many times about pegging a civilian nuclear cooperation deal to the Abraham Accords and that if the kingdom does not join them "the deal is off."

New York Mayor Zohran Mamdani has said his office does not have the authority to carry out the International Criminal Court's arrest warrant for Israeli Prime Minister Benjamin Netanyahu, and called on US federal officials to step in.

The Hague-based International Criminal Court said in 2024 that it had reasonable grounds to believe Netanyahu was responsible for alleged war crimes and crimes against humanity related to Israel's offensive in Gaza following the brutal 7 October 2023 cross-border attack by Hamas.

TRIP ANNOUNCEMENT/SYRIA

The Secretary-General will arrive in Syria later this week at the invitation of the Government of Syria. In Damascus, he is scheduled to meet with President Ahmed Al-Sharaa, as well as other government officials including the Foreign Minister, Asaad Al-Shaibani.

This will be António Guterres’ first visit to Syria as Secretary-General of the United Nations. Throughout his stay in Syria, he will reaffirm the United Nations’ commitment to supporting the Syrian Government and the Syrian people at this defining period in the country’s history. He will also underscore the importance of respecting Syria’s sovereignty, its unity, and its territorial integrity.

The visit will offer the Secretary-General an opportunity to witness both the hope and the challenges of the political transition and recovery, as well as the impact of the enduring of years of conflict. During the visit, he will hear first-hand from representatives of Syrian civil society, women’s organizations and diverse communities.

While in Syria, the Secretary-General also plans to visit our colleagues from the United Nations Disengagement Observer Force, otherwise known as UNDOF.

SECURITY COUNCIL

This morning, the Security Council also met to discuss Syria. Claudio Cordone, the Secretary-General’s Deputy Special Envoy for Syria, briefed from Damascus and told council members that despite the challenges, the opportunities for Syria are indeed real.

He said the past month has demonstrated both the opportunities and the fragility of Syria's transition. He told council members that important institutional milestones have been reached, but building confidence will require an effective and balanced system of governance, with the meaningful participation by women and all components of Syrian society, continued progress on accountability and transitional justice, and tangible improvements in the daily lives of the Syrian people.

Mr. Cordone also reiterated our support for a Syrian-led and Syrian-owned political transition, adding that sustained commitment from the international community, including the Security Council, remains critical.

Also briefing was our colleague Edem Wosornu, who, as you know, is OCHA’s Director of the Crisis Response Division. She also briefed on the humanitarian situation in the country.

Since December 2024, she said, some 1.7 million refugees and 1.9 million internally displaced people have returned to their communities, but recovery is not measured only by how many people return. It is measured by whether they can stay, whether they can rebuild and whether they can survive.

For many families in the country, she said daily life continues to be defined by difficult choices and uncertainty.

She asked council members for sustained and predictable humanitarian funding, investments in the foundations of recovery and finally, she called on them to prevent further instability, protect civilians and preserve humanitarian access.

SYRIA/TRANSITIONAL JUSTICE

Also staying on Syria, there will be an Arria-formula meeting of the Security Council on transitional justice and the issue of missing people in Syria. Our friend the High Commissioner for Human Rights, Volker Türk, will be briefing.

He will stress that justice and inclusivity, centred on victims, survivors, and the families of the missing, are essential to rebuilding trust and securing a more peaceful future for all Syrians.

Remarks by Earle Courtenay Rattray, Chef de Cabinet, on behalf of António Guterres, United Nations Secretary-General on the Observance of the annual Nelson Mandela International Day.

Marking the Nelson Mandela International Day, Secretary-General Antonio Guterres said that ending poverty and inequality requires re-wiring economies and societies to focus on people.

Rattray said, “Madiba was blessed with a rare kind of double vision. He saw the world both for what it was — and what it could be.”

The Chef de Cabinet continued, “he also recognized that progress is never automatic. Progress is the result of action. It’s up to all of us to come together to make that progress real — and through our actions, our advocacy, and our voice, to defeat poverty and inequality. Not as an act of charity, but as an act of justice.”

Rattray also said, “as we mark Mandela Day, let’s re-commit to the timeless principles that defined his life. Freedom. Justice. Equality. Solidarity. Reconciliation. Compassion. Peace.”
“Let’s carry forward Mandela’s vision of a just, inclusive, equal and peaceful world,” he concluded.

President of the General Assembly Annalena Baerbock said, “Nelson Mandela reminded this Assembly, us, of the same principles that guided the founding of this organization. That peace requires more than the absence of conflict. That requires human dignity, justice and equality for all.”

She said, “as we mark the Nelson Mandela International Day, we honor not only that vision. We acknowledge our own responsibility to carry this work, this spirit, forward, as reflected in this year's theme. It is still in our hands to combat poverty inequality.”

For his part, New York City Mayor's Office official Shaffiou Assoumanou said, “we need government that commit to the tasks of delivering a life of dignity by putting in place policies that make food, housing and care affordable and available to everyone. Policies that demonstrate our commitment to universal human rights, regardless of where people were born, their gender identity or sexual orientation, their nationality or their immigration status.”

Assoumanou highlighted, “our commitment to this Mandela Day is to nourish the brilliance of people who do small acts of courage and care, and to demand the same kind of brilliance from all of us in government and from our institution.”

International Broadcaster Redi Tlhabi also addressed the General Assembly.

She said, “Mandela understood something that remains profoundly relevant today. Peace without justice is not peace at all. It is only a pause -- one that delays the hard work of crafting our shared humanity.”

Tlhabi added that peace without justice is “a fragile truce.”

She also reiterated that the world needs the courage that made Mandela “so deeply inconvenient.” She said, “it needs leaders willing to disturb comfortable injustice before history rewards them for doing so. It needs nations prepared to defend international law, even when it inconveniences powerful allies. It needs institutions that are willing to reform themselves before the world loses faith in them. It needs us to reject forever the seductive argument that the might makes right because it never has and it never will.”

In recognition of the former South African President’s contribution to the culture of peace and freedom, UN General Assembly declared 18 July "Nelson Mandela International Day".

EU High Representative Kaja Kallas said the European Union is working closely with Gulf countries on how to move discussions with Iran in the right direction.

Speaking at the Foreign Affairs Council doorstep, Kallas said the EU and Gulf partners share an interest in creating space to negotiate difficult issues.

She highlighted the EU’s expertise on nuclear matters, saying Europe has offered its people and technical knowledge to help bring the issues together.

Kallas also mentioned other concerns, including the role of proxies in the region.

She said Gulf countries are directly affected because they live in the vicinity of Iran, but stressed that these threats also affect Europe.

Her message was clear: the EU and Gulf countries are like-minded on Iran-related security challenges and want their voices heard in any serious diplomatic process.

European Commissioner Dan Jørgensen explained the role of nuclear and renewables in the Commission’s energy package during the Q&A on the ETS review and clean energy measures.

Jørgensen said the plan mentions both nuclear energy and renewables, but stressed that its main objective is not to define how Europe produces more clean energy.

Instead, he said the proposal focuses on how clean energy already produced in Europe is used more effectively across the economy.

He underlined that the choice of energy mix remains a national competence for each Member State.

On nuclear energy, Jørgensen said the EU currently has around 98 GW of nuclear capacity, with projections suggesting an increase of about 10 GW over the next decade.

He added that future nuclear growth will depend heavily on the deployment of small modular reactors, with some higher projections reaching around 150 GW, though he described this as uncertain.

By contrast, Jørgensen highlighted the rapid deployment of renewables, saying Europe is adding around 85 to 90 GW of new renewable capacity every year.

He concluded that while nuclear currently represents around 23% of EU electricity consumption, its share could decline in the future as overall electricity demand rises and renewables expand faster.

“Technology that will shape the future of humanity must be shaped by all humanity,” UN Secretary-General António Guterres addressed the opening ceremony of the World Artificial Intelligence Conference in Shanghai.

Guterres said today (17 Jul) that AI could be humanity's greatest opportunity of the 21st century - or one of its greatest risks. He thanked China for convening the gathering under a theme built on partnership.

The Global Digital Compact was proof that no handful of countries or companies should govern the technology's future, Guterres said, “Technology that will shape the future of humanity must be shaped by all humanity. It cannot be governed by a handful of countries or a handful of companies. Every nation needs a seat at the table.”

The UN chief warned, “AI can help usher in a quantum leap across the Sustainable Development Goals. But it won't happen if the historical injustices of the past are repeated in the technologies of the future. And yet one-third of humanity is still offline.”

He said, “Computing power, data resources and technical expertise remain concentrated. Hundreds of billions of dollars of private investment flood into artificial intelligence – while many developing countries receive just a trickle. AI risks pushing the world towards even greater inequalities … greater divides in income, in opportunity, in security … greater gaps between North and South. We cannot let that happen.”

Guterres said, “Developing countries bring enormous assets to the age of AI. Talent. Ideas. Young, dynamic populations. Every country should be able to shape this technology to its own needs: with its own skills, its own data, in its own languages.”

The UN chief called for governance anchored in international law, “Systems that cross borders need standards that cross borders. We need common approaches to testing, risk assessment, and responsibility. We need governance that is inclusive, networked, and anchored in international law. Human rights must be protected. Humans must keep control over every life-and-death decision. And no AI system should be put in a child's hands before it has been proven safe.”

He urged AI companies to come clean on their environmental impact, “AI can help speed the energy transition – managing grids, integrating renewables, cutting waste. But its growing demands for energy, water and land must be brought into the open. I call on every major AI company to disclose the full environmental footprint of their systems – and power them with renewables by 2030.”

Guterres closed by saying, “The defining question is not whether artificial intelligence w, “ill transform the world. It will. The defining question is whether that transformation will reduce inequalities or reinforce them. Whether it will concentrate power or expand opportunity. Whether it will bring the promise of progress for every country – or only to those already at the front of the pack. This is a test of technology – and a test of solidarity.”

This morning, in Shanghai, the Secretary-General addressed the opening ceremony of the World Artificial Intelligence Conference. He said that Artificial Intelligence can be humanity’s greatest opportunity in the 21st century, and it could also become one of its greatest risks.

The Secretary-General underscored that the technology that will shape the future of humanity must be shaped by all humanity, and it cannot be governed by a handful of countries or a handful of companies. He pointed out that few areas hold greater promise for our common future than the application of AI to sustainable development, but it won’t happen if the historical injustices of the past are repeated in the technologies of the future.

Also in the morning, the Secretary-General toured an exhibition of China's MAZU meteorological AI early-warning system. In the afternoon, he attended the World Artificial Intelligence Conference Meteorological Forum. In his remarks, he noted that the Forum shows one of the clearest ways AI can serve humanity: by helping save lives.

The Secretary-General said that early-warning systems are the most cost-effective protection against climate disaster. He noted that 128 countries now have multi-hazard early-warning systems, more than double since 2015, but one-third remain unprotected.

The Secretary-General stressed that we urgently need to accelerate, and artificial intelligence can help.

Also today, the Secretary-General met with Chinese President Xi Jinping. The Secretary-General thanked President Xi for China’s consistent support for multilateralism and the United Nations and its activities, including peacekeeping.

The Secretary-General reaffirmed his strong commitment to UN reform, fully in line with the UN Charter and International Law, and full respect for the equilibrium among the three pillars of the United Nations activities: peace and security, sustainable development and human rights, and to enhance the cooperation with China in all of them.

The Secretary-General also held a bilateral meeting with Foreign Minister Wang Yi.

DEPUTY SECRETARY-GENERAL

The Deputy Secretary-General, Amina Mohammed, will be arriving shortly in Sierra Leone, at the invitation of the Government, to participate in the 69th Ordinary Session of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) and the Summit on the Future of Regional Integration.

The Deputy Secretary-General will address the Summit and participate in discussions on the economic, development and security priorities of the region. She will reaffirm the United Nations’ strong partnership with ECOWAS and its support for regional efforts to strengthen peace and security, economic cooperation and regional integration, while accelerating progress towards the Sustainable Development Goals.

While in Sierra Leone, the Deputy Secretary-General will hold bilateral meetings with leaders attending the Summit and other senior officials.  

She will return to New York on Monday.

PAKISTAN

The Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, is wrapping-up a visit to Pakistan today, which was focused on climate risk, disaster preparedness and resilience.

Today, he visited Hassanabad Nala, a flood-affected village near the Shisper Glacier in Gilgit-Baltistan, where he met residents and saw projects helping communities prepare for recurring climate-related hazards. He also visited the Hunza Solar Project, highlighting the opportunities to build resilience through clean energy.

Throughout his visit, Mr. Fletcher stressed that Pakistan is on the front line of the climate crisis, while also demonstrating practical approaches from which other climate-vulnerable countries can learn.

He called for stronger international support to help countries prepare for, and respond to, disasters.

European Commissioner for Energy and Housing Dan Jørgensen presented the European Commission’s energy package and electrification plans during the press conference on the ETS review and clean transition.

Jørgensen warned that Europe’s dependence on external energy is economically unsustainable, saying the closure of the Strait of Hormuz has already cost Europe more than €50 billion in extra energy payments without receiving any additional energy.

He said Europe needs more homegrown clean energy to protect its economy, strengthen competitiveness and fight climate change.

A central message of his remarks was electrification. Jørgensen said Europe’s electrification rate has been stuck at 23%, and the Commission now wants to double it in 14 years.

He argued that Europe must replace “black, expensive, polluting molecules” with “cheap, clean, homegrown electrons.”

The plan includes lowering electricity prices, reducing fossil fuel subsidies, accelerating renewables and nuclear, expanding smart meters, improving grid flexibility and reaching 200 gigawatts of storage capacity by 2030.

Jørgensen also highlighted the role of electric technologies in homes, transport and industry, including heat pumps, electric vehicles, electric furnaces and e-boilers.

He said switching from gas boilers to heat pumps could cut the average EU household’s heating bill by up to 60%, while clean electrification value chains already employ more than 4 million people across the EU.

His message was clear: Europe must choose lower bills, cleaner air, homegrown energy, security and electrification — because the age of fossil fuels is coming to an end.

NATO Secretary General Mark Rutte said efforts are underway to help reopen the Strait of Hormuz, after recent developments linked to Iran’s degraded nuclear and ballistic missile capacity.

Speaking after the meetings of NATO Defence Ministers in Brussels, Rutte said NATO’s long-standing position remains clear: Iran should not have nuclear or ballistic missile capabilities.

He highlighted the role of the United States administration, saying its work had contributed to degrading Iran’s nuclear and ballistic missile capacity.

Rutte also pointed to the growing role of European countries, especially France and the United Kingdom, which are leading a coalition of more than 40 countries with relevant capabilities.

He said one of the most important needs is demining, especially in and around the Strait of Hormuz. While the United States has major military capabilities, Rutte noted that Europe has strong demining capacity and several European nations have already pre-positioned assets close to the theatre.

He said G7 leaders agreed on the need to work together to ensure the Strait of Hormuz reopens, although discussions are still ongoing about exactly how demining operations would be carried out.

Rutte clarified that a formal NATO role is not currently foreseen, as the area is outside NATO territory, but added that if NATO can be helpful, the Alliance remains available.

“Our Office has secured vital evidence that will allow us to hold senior contributors to attacks to account,” the International Criminal Court prosecutor told the Security Council.

Briefing the Council members (15 Jul) Nazhat Shameem Khan, Deputy Prosecutor of the International Criminal Court (ICC), said that further evidence collected during the reporting period had strengthened earlier findings that both war crimes and crimes against humanity had been committed in El-Geneina and El Fasher.

Khan warned that the most serious international crimes may be about to take place in El Obeid. “We cannot say we did not know. We cannot say it could not be expected,” she said, describing a shared assessment with the Office of the High Commissioner for Human Rights and calling on the Council and member states to act.

She also acknowledged constraints facing the investigation. “Our resources are limited. We have not been able to access the territory of Darfur, nor interviewed witnesses in a number of other key locations, and the witness protection needs are significant,” Khan said, noting that measures taken against the Court had affected its operations in Darfur.

“The ICC and its proponents seek a standing World Tribunal with near unlimited reach,” said Jeff Bartos, Ambassador and Permanent Representative of the United States, adding that the Court is overreaching its mandate and encroaching on state sovereignty.

Press Conference by Felipe Paullier, the Assistant Secretary-General for Youth Affairs, and Sahira Al Nahari, a Young Leader for the Sustainable Development Goals (SDGs). They briefed journalists on mental health and football.

Ahead of the FIFA World Cup men's final, Felipe Paullier announced the convening of One World, One Game, One Goal, a global event with the UN Member States Friends of Football to celebrate football and sports as powerful drivers of youth mental health and well-being.

Talking to reporters in New York, Paullier said young people are “navigating a very complex world with unpredictable change,” where they are “most interconnected than ever, but at the same time, we have very worrying figures about isolation among people in general, and especially adolescents and youth.”

Behind these numbers, he said, “there's actually people, millions of young people, families and communities that are carrying a pain which is often unseen, unspoken and unsupported.”

Paullier said, “we're taking this moment where everyone is looking into football as a connector of humanity, football as something that brings us together, sometimes to celebrate, to talk about something, sometimes to cry when our team is not performing well.”

During the event, he said, “we will launch a one-year campaign, a public advocacy campaign, that it's about elevating youth mental health and well-being onto the world stage, because we believe that we cannot advance any of the Sustainable Development Goals (SDGs) if there is not a generation that feels supported, that feels empowered and resilient.”

Joining Paullier, Sahira Al Nahari, who is a young leader for the SDGs, said, “football has a lot for us to learn from. When we're facing a global crisis, let's zoom into the stadiums. When you look at the stadiums, we learn discipline, resilience and how to recover from profound loss. It prepares us ultimately for the most complex match of all, which is the game of life.”

Al Nahari said, “on the field, absolutely no one wins alone. Players depend on a whole ecosystem. So, you have defenders, you have midfielders, coaches, medics, and fans in the stands all having important roles. And so, when we approached Youth mental health, we required the same exact ecosystem.”

One World, One Game, One Goal is part of the United Nations Youth Office’s flagship initiative on Youth Mental Health and Well-Being, advancing an important shift from fragmented, individual approaches to a holistic ecosystem model.

Friday’s event will bring together young leaders, changemakers, policymakers, UN entities, governments, civil society, private sector partners, athletes, and advocates to celebrate football and sports.

SECRETARY-GENERAL/TRIP ANNOUNCEMENT

Tomorrow, the Secretary-General will start a visit to China, where he will have several official engagements. During the visit, the Secretary-General will travel to Yunnan Province. He will visit the Erhai Lake Ecological Corridor in Dali, a 900-hectare nature-based restoration project that has significantly boosted local biodiversity. Afterwards, in Kunming, he will interact with beneficiaries and local counterparts of UN programmes supporting the achievement of the Sustainable Development Goals in China. Among these are programmes on biodiversity conservation and ecosystem restoration, low-carbon rural development and sustainable agriculture, rural revitalization, as well as gender equality and social inclusion.

While in China, the Secretary-General will also attend the Opening Ceremony of the World AI Conference in Shanghai. In his address, he will emphasize that the defining question is not whether artificial intelligence will transform our world, but whether that transformation will reduce inequalities and expand opportunity. The Secretary-General is expected to underscore that the technology that will shape the future of humanity must be shaped by all of humanity, and that it cannot be governed by a handful of countries or companies. The Secretary-General will also deliver remarks at the Opening Session of the World AI Conference Meteorological Forum.

The Secretary-General will return to New York on Monday, 20 July.

CRITICAL ENERGY TRANSITION MINERALS

This morning, the Deputy Secretary-General, Amina Mohammed, addressed a High-Level Meeting on Critical Energy Transition Minerals. She stressed that advancing the energy transition, at speed and scale, has never been more urgent or vital.

Ms. Mohammed noted that the climate crisis is driving us deeper into planetary overshoot with rising temperatures pushing us closer to irreversible catastrophic tipping points. And at the same time, she added, a global energy crisis is exposing the folly of a world still hooked on hydrocarbons, with limited access to cleaner fuels for the poor, and accelerated destruction of our natural systems, pushing ecosystems to the brink.

The Deputy Secretary-General pointed out that these crises have one common cause: fossil fuels. She underscored that they demand the same answer: a fast, fair and inclusive transition to clean energy, along with shared benefits from decarbonization, and a surge in adaptation finance, resilient infrastructure and climate justice for those already facing climate harm.

Finnish President Alexander Stubb said Ukraine is now doing better militarily, financially and politically than at any time during Russia’s war.

Speaking at the 2026 NATO Summit in Ankara, Türkiye, Stubb said Ukraine’s improved position is strongly linked to its growing long-range strike capacity, including drones and missiles.

He said Ukraine is using those capabilities to hit Russian oil refineries and other critical energy infrastructure, putting increasing pressure on Moscow and its war machine.

Under-Secretary-General Rosemary DiCarlo (10 Jul) told the Security Council that during the reporting period the International Atomic Energy Agency (IAEA) “had not conducted any in-field verification activities” in Iran under the Joint Comprehensive Plan of Action (JCPOA) safeguards’ agreement.

The Agency, DiCarlo said, “also reported a significant deterioration in its situational awareness following the attacks against Iran by the United States and Israel that began on 28th February 2026” as it had “now lost continuity of knowledge across all of Iran's declared nuclear facilities.”

The Political and Peacebuilding official told the Council that the 17th June Islamabad Memorandum of Understanding between Iran and the United States “contains several important agreements on nuclear issues” including “resolving the disposition of stockpile enriched material, on-site down-blending of the enriched materials under the supervision of the International Atomic Energy Agency, and a commitment to discuss the issue of enrichment and other mutually agreed matters related to Iran's nuclear needs.”

At the NATO Summit Defence Industry Forum in Ankara, European Commission President Ursula von der Leyen and NATO Secretary General Mark Rutte delivered a powerful message: Europe and NATO must work as one to turn defence money into real military capability.

Von der Leyen said the EU is massively stepping up with the ReArm Europe programme, mobilising up to €800 billion by 2030, including €150 billion for joint procurement, plus major funding for military capabilities and military mobility — roads, bridges, ports and airports that are essential for defence.

Rutte said NATO and the EU have a clear division of labour: NATO provides command, control, capabilities and standards, while the EU plays a crucial role in defence investment, industrial production, military mobility and societal resilience. His warning was clear: Europe cannot continue to be over-reliant on the United States.

The message from Ankara was historic: to stay transatlantic, Europe must become stronger. “We need to be proactive and vigilant, and act before warning signs become mass graves,” UN Secretary-General António Guterres stated on prevention of genocide in his remarks to the General Assembly.

Earle Courtenay Rattray delivered remarks on behalf of the Secretary-General, presenting the 18th report on the Responsibility to Protect and warning that early warning signs of atrocity crimes are too often ignored.

Speaking at the 97th plenary meeting, Rattray said the report takes stock of two decades of progress since Member States committed to the Responsibility to Protect principle. “Atrocity crimes can happen anywhere. But their effects on the world, and on our humanity, are shared. While prevention begins at home, it can be supported collectively,” he said.

The report, he noted, reaffirms the responsibility of States to ensure cooperation with affected communities, civil society, and regional and international organizations. “The report we are discussing today — the 18th since this commitment was made — takes stock of two decades of progress. It includes a clear re-affirmation of the responsibility of States to ensure constructive and sustained cooperation with affected communities, civil society, subregional and regional organizations and the United Nations,” Rattray stated.

He pointed to a sharp rise in global conflict as evidence of the urgency of the report's findings. “This report is not only about looking back. It's also about taking action, now. The Responsibility to Protect commitment is more vital than ever. The world faced more than 120 conflicts in 2025. Conflicts are becoming more protracted, more complex, and more interconnected,” the Chef de Cabinet said.

Rattray added that responses to atrocity risks continue to fall short. “Too often, early warning signs are ignored. And responses are often too little, too late. This report makes specific calls to strengthen the Responsibility to Protect norm for this new era of instability and geopolitical risk,” he told the Assembly.

At the national level, he said, the report calls on Member States to invest in prevention and protection programming. “At the national level, it calls on Member States to invest in national prevention and protection programming, and forge partnerships with civil society by designating focal points and establishing new domestic institutional arrangements,” Rattray noted.

He said the report also calls for atrocity prevention to be woven into regional and multilateral tools. “At the regional and multilateral levels, it calls for integrating atrocity prevention across all the tools of peacemaking, conflict prevention and humanitarian efforts - including mediation and preventive diplomacy and dialogue, as well as security, technological, human rights and accountability frameworks,” he said.

Rattray closed with a call to the Member States, “We need to be proactive and vigilant, and act before warning signs become mass graves.”

UN chief António Guterres appealed on Monday for far-reaching, worldwide controls on Artificial Intelligence, as increasingly powerful AI chips that are designed for civilian use shift to the battlefield, where “killer robots” are already the norm.

Addressing the inaugural UN Global Dialogue on AI Governance in Geneva, the Secretary-General also insisted on the need for greater accessibility for the billions of people unable to access the revolutionary tech.

He insisted that any future agreement must be “worthy of global trust” and put safety first – and especially children’s - to protect them from digitally-generated manipulation and abuse.

Narrowing the digital gap
Other priorities for global checks and balances on AI should include locked-in access to the self-learning tech for developing countries, while all AI data centres should be powered by renewable energy by 2030, the UN chief stressed.

Although AI “sits at the heart of our common future”, it needs to be one where “machines can inform, but humans must decide, and answer”, Mr. Guterres told the summit gathered in Geneva, echoing calls for AI rules that he first made to the General Assembly in 2017.

In the three years since AI went mainstream, it has had a revolutionary impact across economies and societies, for better and for worse. Ahead of this, the UN has been leading international efforts to shape controls on the tech, culminating in Monday’s inaugural Global Dialogue on AI in Geneva.

The meeting involves companies, researchers, technical experts and civil society to discuss how to put humanity at the core of the transformative technology. A second Dialogue is scheduled for May 2027 in New York.
"AI is too consequential to be shaped by a few. We need a conversation that is global, inclusive and grounded in evidence," insisted Amandeep Singh Gill, UN Special Envoy for Digital and Emerging Technologies.


‘Great equalizer’
Used well and shared widely, AI “could compress decades of development into years” and become “the great equalizer of the 21st century”, the UN Secretary-General told delegates.

But before this can happen, the technology should be tested thoroughly for safety and legal responsibility assigned:
“When countries align on how to test systems, measure risk and assign responsibility, safety travels with the technology,” he said. “When they do not, a patchwork of incompatible rules raises costs, divides the world – and protects no one.”

Children’s safety and wellbeing should be priority in any future governance accord, Mr. Guterres continued, as he called for nations to adopt an AI Child Safety Pledge. “No child should be a guinea pig for unregulated AI…We do not let medicine reach a child until it is proven safe. We test every toy; yet AI has reached our children – their learning, their friendships, their most private questions, before anyone asked what it would do to them.”

What’s the Child Safety Pledge?

Under the UN child safety pledge, AI developers would need to prove:
• That the tech is safe – no company should deploy an AI system accessible to children without child-specific safety testing and independent oversight;
• Zero tolerance for sexual abuse – no company should allow its AI to generate sexual images of children; every company must detect, report, and remove them;
• When a child shows signs of distress, “the system must stop and connect them to real human support”, the UN chief said. “When a child is harmed, the answer must never be “the algorithm did it,” the UN chief said.
Human rights a priority
As second priority on AI controls, the UN chief stressed that human rights are not negotiable.
“AI must never strip away dignity or entrench discrimination. And in every high-stakes decision – in justice, in healthcare, in policing – machines can inform, but humans must decide – and answer,” he said.
Public funding in AI ‘a rounding error’
In a call for greater public investment in AI, the Secretary-General noted that private funding for AI infrastructure is approximately $500 trillion, while public support for AI capacity in developing countries remains “a rounding error”, by comparison.
To help close this gap, the UN chief announced that more than 20 countries had supported his initiative for a UN-supported Global Network for Exchange and Cooperation on AI Capacity Building.
“We cannot allow the digital divide to harden into an AI divide and the AI divide to become a development gap, a security gap, and a sovereignty gap,” he said.

Speaking ahead of the NATO Defence Ministers’ meeting in Brussels, Rutte said the United States has to deal with multiple theatres — not only Europe, but also the Indo-Pacific. If a crisis erupts in both regions at the same time, US military assets could be stretched too thin.

That is why, he argued, European Allies must carry more of the burden for defending Europe.

Rutte put the imbalance in stark terms: Europe has around 600 million people and is defending itself against a Russia of around 140 million people, led by a regime he called an adversary of NATO and Europe. He said it is “a bit strange” that Europe still needs so much help from a country eight hours away by plane.

His message was not anti-American. Rutte said the US should remain involved conventionally and continue to provide the nuclear umbrella. But over time, Europeans must take over a larger share of the NATO Force Model.

That is the logic behind NATO’s new 5% defence spending commitment, agreed at The Hague: at least 3.5% of GDP for core defence requirements, plus defence-related spending to strengthen resilience, industry and security.

For Rutte, the deal also removes a long-standing US frustration about unfair burden-sharing — one he says has existed since Eisenhower and was finally addressed under President Trump with the agreement of all 32 Allies.

The warning is clear: if Europe wants American support to remain credible, Europe must become far stronger itself.

Eighty-one years after the signing of the United Nations Charter in San Francisco, Guterres said the Charter “was a promise to the world that humanity can choose cooperation over chaos, law over lawlessness, dignity over domination, and hope over fear.”

He said, “for 81 years, we have strived to keep that promise alive.”

The Secretary-General said, “no border can hold back a warming planet. No country can govern artificial intelligence alone, and the pandemic alone, or shield its people from global shocks alone. In a world of shared dangers, cooperation is not naivete. It is the clearest idealism there is. But cooperation only works when it's grounded in rules. Rules that apply to all. Rules that protect all, rules set out in the Charter.”

Since 1945 the Charter has been a cornerstone of the international order and guiding framework for multilateralism. The vision set out in the Charter, to save succeeding generations from the scourge of war, to reaffirm faith in fundamental human rights, and to promote social progress and better standards of life in larger freedom, remains one of the most consequential collective commitments made.

Jürgen Ebner, Acting Executive Director of Europol, presents a new analysis on the European Union’s most threatening criminal networks, alongside European Commissioner Magnus Brunner and Themistos Arnaoutis, Chief of Cyprus Police.

Ebner says the report is not just a repetition of Europol’s previous assessment, but a “pulse check” on how organised crime has evolved and how effective law enforcement has been in disrupting it.

Europol identifies 730 criminal networks involving around 400,000 suspects. Ebner says these groups are agile, borderless, destructive and international by nature, involving around 120 nationalities. Their main business areas include drug trafficking, fraud, online fraud, organised property crime and trafficking in human beings.

He warns that the most resilient networks operate like global criminal enterprises. They are often hierarchical, clan-based, internationally connected, financially powerful, and protected by legal business structures, corruption, intimidation and countermeasures.

Ebner says around 80% of the criminal groups identified two years ago have disappeared, been dismantled or disrupted, showing that international police cooperation works. But he warns that targeting individual criminals is not enough: Europe must also attack the ecosystem that allows organised crime to survive.

His message is clear: law enforcement must follow the money, disrupt criminal digital infrastructure, protect Europe’s logistical hubs and strengthen cooperation across borders to make Europe safer.

NATO Secretary General Mark Rutte says the United States has severely degraded Iran’s nuclear and ballistic missile capabilities, calling it a major step in line with NATO’s long-standing position that Iran must not obtain such weapons.

Speaking after the meeting of NATO Defence Ministers in Brussels, Rutte stresses that reopening the Strait of Hormuz and restoring freedom of navigation are now urgent priorities for global security and trade.

He says France and the United Kingdom are leading a coalition of more than 40 countries with the capabilities to help secure maritime routes, including demining and naval assets. Many European nations, he adds, have already started positioning relevant capabilities closer to the region.

Der Hambi ist SCHON LÄNGST ein Naturschutzgebiet! Im Jahr 2012 wurde er besetzt, um zu verhindern, dass er durch Europas größte Giftgrube zerstört wird. Die letzten 14 Jahren schützten wir diesen Ort: vor RWE, vor der Forstwirtschaft, vor Jägern – was immer kam. Aber wir sprechen nicht die Sprache des Staates und das wollen wir auch gar nicht. Deshalb tun die Bürokrat*innen gerne so, als wären wir überhaupt nicht da.

Hast du sie sagen hören, sie wollten den Hambi frei von menschlichen Eingriffen? Das ist der Klang von Lügen, die sie dir in dein Gesicht sagen. Macht euch nichts vor: Es geht nicht um die Wahl ob Menschen hier Einfluss haben oder nicht. Es geht nur darum WELCHE Menschen den Einfluss haben. Da könnt ihr entweder die Menschen haben, die hier Jahr und Tag leben, die diesen Ort lieben und respektieren und die weiterhin mit allem, was sie haben, dafür kämpfen ihn zu verteidigen. Oder ihr könnt da eine Gruppe von Bürokrat*innen und Beamt*innen haben, die wenig oder gar nichts über diesen Wald wissen, sondern nur ihre abstrakte Welt aus Statistiken und Lehrbüchern kennen.

Wir werden dem Staat niemals mit der Umsetzung dieses „Naturschutzgebiets“ vertrauen. Werden sie gesunde Bäume fällen, nur weil sie diese als nicht heimisch in dieser Region einstufen? Werden sie Rehe und Wildschweine ausrotten, die hier leben? Werden sie die Schotterwege entfernen, die RWE hier einplanierte und die der Wald bereits zurückerobert? Werden sie für ihren Radweg asphaltierte Straßen und Schneisen durch den Wald bauen? Die Besetzung aufzugeben hieße, uns machtlos zu machen in all diesen und weiteren Fragen.

Wenn der Staat hier den Begriff „Naturschutzgebiet“ verwendet, ist das in Wahrheit nur ein Codewort für zwei Dinge. Zum Einen die Fortführung der Ausbeutung dieses ohnehin schon verwüsteten Waldes. Ausgerechnet als Mittelpunkt eines Ecotourism-Resorts unter der Leitung der Neuland Hambach (die nichts als eine Marionette von RWE ist). Zum Anderen der Versuch, Legitimität für eine weitere Räumung der Waldschützer*innen zu konstruieren. Schließlich haben die Bürokraten GROSSE PLÄNE für diese Region. Rechenzentren, ein Solarpark und ein Yachthafen, ganz zu schweigen von einer Oase mit Seeblick für neokoloniale Tech-Firmen in Morschenich-Alt.

Die aktuellen Verlautbarungen sind eine reine Absichtserklärung (die wieder jede Gelegenheit nutzt die Vorherrschaft von RWE zu sichern), hier bis 2035 ein Naturschutzgebiet einzurichten. Aber welchen Wert hat eine solche Vereinbarung, die von der Institution stammt, die selbst die Gesetze erlässt? Dass Politiker*innen jetzt über die Wiedereinführung der Kernenergie diskutieren, beantwortet diese Frage. Ein Regierungswechsel, ein weiterer militärischer Konflikt oder eine Energiekrise würden schon reichen, damit der vermeintlich sichere Kohleausstieg erneut verschoben oder gänzlich aufgegeben wird. Über riesigen Vorkommen von fossilem Brennstoff gewachsen, wird der Hambi niemals sicher sein solange der Kapitalismus herrscht.

Wir kämpfen hier nicht nur gegen eine Kohlemine. Und auch nicht nur gegen die Yuppifizierung der Region unter dem Vorwand von Ökologie. Wir stehen gegen die autoritäre Weltordnung im Allgemeinen, das heißt auch gegen die Denkweise, ein Wald könne überhaupt „besessen“ werden. Lasst euch nicht täuschen, der Hambi gehöre RWE. Alles, was sie haben, ist ein Stück Papier, auf dem ihr Name mit etwas verbunden ist, über das sie schon lange die Kontrolle verloren haben. Der Wald gehört allen und niemandem. Vergesst das, was sie „öffentliches Eigentum“ nennen – der Hambi steht bereits allen offen, die ihn und seine Bewohner*innen respektieren.

Staat und RWE würden tatsächlich soweit gehen, den Rhein zu entwässern für ihre unsinnigen Pläne für das rheinische Braunkohlerevier. Viel Glück mit eurem giftigen See! Vorher müsstet ihr uns erst einmal loswerden! Und ihr wisst aus Erfahrung, dass wir nicht ohne Kampf zu Boden gehen.

AGAINST THE NATURE RESERVE AND ITS WORLD

Recently a bunch of bureaucrats got together to try and decide the future of the Hambi. And they talk of establishing a nature reserve here! Clearly these people have been spending too much time in their stuffy offices, talking authoritatively of things they don’t know about. Didn’t you hear? The Hambi is ALREADY a nature reserve. In 2012 it was occupied to stop it getting destroyed by Europe’s largest toxic pit. For the last 14 years, we have been protecting the place: from RWE, forestry, hunters, you name it. But we don’t speak the language of the state and we don’t want to. So the bureaucrats like to pretend we’re not even here.

Did you hear them say they want the Hambi free of human interference? That’s the sound of them lying to you. Make no mistake, it isn’t a choice between whether or not humans will be involved here. It is a question of WHICH humans will be involved. Either you can have the humans who have been living here through the seasons, who love and respect it, and continue to fight with everything they have to defend the place. Or else you can have a bunch of officials who know little or nothing of this forest, only of their abstract world of statistics and textbooks.

We will never trust the state to implement their “nature reserve”. Will they cut down healthy trees, on the basis that they are classified as non-native to the region? Will they exterminate the deer and the wild boar who roam here? Will they remove the gravel paths which RWE dumped here, and the forest has since reclaimed? Will they build tarmac roads through the forest for their cycle route? To give up the occupation is to make ourselves powerless on all of these issues and more.

What the state calls a “nature reserve” is a codeword for two things. Firstly, further exploitation of this already ravaged forest by making it the centrepoint of an eco-tourist resort, under the direction of Neuland Hambach (which is anyway a puppet of RWE). Secondly, trying to establish legitimacy for yet another eviction of the forest-defenders. After all, the bureacrats have BIG PLANS for this region. Data centers, a solar park, and a yacht harbour, not to mention a lakeside haven for neocolonial tech firms in Morschenich-Alt.

The recent news amounts to a statement of intent (which takes every opportunity to affirm the supremacy of RWE) to establish a nature reserve here by 2035. But what worth is such an agreement, when issued by the institution which makes the laws? The fact politicians are discussing reinstating nuclear power at the moment answers that question. All it would take is a change in government, or another military conflict or energy crisis, for the supposed coal-exit to be extended again or else completely renounced. Sitting on top of massive reserves of fossil fuels, the Hambi will never be safe for as long as capitalism continues.

We are not only fighting against a coal mine. Nor against the yuppification of the region in the name of ecology. We take issue with the authoritarian world-order generally, including the mentality that a forest can be “owned” in the first place. Don’t be fooled into thinking the Hambi belongs to RWE. All they have to their name is a scrap of paper with their name linked to something they lost control of long ago. The forest belongs to everyone and no one. Forget about what they call “public ownership”, the Hambi is already open to all who respect it and its inhabitants.

NATO Secretary General Mark Rutte welcomed President Trump’s Iran deal during his remarks in Brussels, saying the agreement was important for security in the Middle East, Europe and beyond.

Rutte said the deal helped degrade Iran’s nuclear capability and its ballistic missile capability, which he described as a threat not only to the Middle East but also to Europe and other parts of the world.

SIPRI was honoured to be invited to launch SIPRI Yearbook 2026 at the Swedish Parliament on 9 June 2026 to celebrate SIPRI’s 60th anniversary. The launch featured an open meeting hosted by the Committee on Foreign Affairs in the former First Chamber.

The meeting opened with remarks from Aron Emilsson, Chair of the Committee. The Speaker of the Parliament, Andreas Norlén, and the Chair of the SIPRI Governing Board, Stefan Löfven, each delivered an address. SIPRI experts Dr Sibylle Bauer, Dr Vincent Boulanin and Nivedita Raju joined SIPRI Director Karim Haggag to discuss nuclear arms control, military uses of artificial intelligence and the centrality of the space domain to contemporary warfare. 

Following the presentations, there was an opportunity for questions. Pre‑submitted questions from members of the Committee on Foreign Affairs were given priority. Morgan Johansson, Vice Chair of the Committee, provided concluding remarks.

This talk is more impressionistic than scientific. It will attempt to trace the milestones of this rapid development, weigh possible scenarios and their societal consequences, and, based on extrapolation of sources from scientific, private-sector, and political actors, explore where this journey might take us in the coming years.

Humanity more or less unexpectedly stumbled into a future that no one would have considered remotely realistic before: Models that learn language structures have evolved into thinking machines.

Key players consider it possible and likely that these algorithms will possess abilities superior to those of humans. The debate centers more on when this will happen than on whether it will: a matter of months or decades. It is therefore high time to prepare for it.

The visions of the future could not be more different.

- Optimists predict nothing less than the end to all scarcity. The "last invention humanity will ever make itself" will catapult us onto a new path of growth: Scientific discoveries that would otherwise take decades of human research could be realized in just a few years. The Promises: AI models could provide us with an abundance of energy e.g. through fusion reactors and hydrogen production, and drastically extend our lives through advances in medicine. The ability to automate human activities is gradually leading us—through the replacement of information-based work and the development of robotics—into a world free of labor and coercion.
- Pessimists point above all to the insane energy demands that are exacerbating the climate crisis. The displacement of labor will result in struggles over redistribution and ultimately could lead to a collapse of the market. The prospect of weapon systems with superhuman capabilities and new strategic programs are already increasing the risk of war, as the bloc that is the first to acquire a certain level of AI-capacities threatens to become invincible. New technological advancements are leading to total surveillance, and AI applications trained on human psychology and neurology are being used for behavioral control and crowd management. Unpredictable disasters loom due to the fundamental uncontrollability of these systems and the impossibility of programming them to stable follow ethical principles.

In these dynamic times, predictions about the future are particularly uncertain and it is highly likely that expectations and extrapolations will be very wrong. Nonetheless society has to decide and act now. After the presentation there will be hopefully time for discussion. Can and if so: how should AI revolution be regulated or even slowed down and what opportunities are there? Are there methods safeguarding the inherent risks? How can we avoid that AI will become a tool for or masking of dominion? How can we avoid that AI-algorithms become private property of a few monopolists that will own the world?

NATO Secretary General Mark Rutte said the United States is fully committed to NATO not only in words, but in practice.

Speaking at the joint press point with Norwegian Prime Minister Jonas Gahr Støre, Rutte pointed to the facts: more than 80,000 US troops in Europe, major US participation in NATO exercises and the American nuclear umbrella as the ultimate guarantee of freedom in Europe.

Rutte said the security of the United States and Europe is deeply interconnected.

He highlighted Norway’s strategic position in the High North and said Russian nuclear submarines near the region are not only a threat to Norway, but also to the US mainland.

According to Rutte, this shows why NATO matters: the US helps keep Europe safe, while Europe also helps keep the United States safe.

His message was clear: NATO is a transatlantic shield for one billion people, and the bond between Europe and North America remains essential for collective defence.

Eurogroup President Kyriakos Pierrakakis said finance ministers broadly agree on the need to protect vulnerable households and businesses while remaining fiscally prudent.

Speaking after the Eurogroup meeting, Pierrakakis stressed that fiscal policy must not contradict monetary policy and that short-term crisis responses must be consistent with Europe’s long-term goals.

He said the way Europe reacts to today’s energy crisis will have consequences for decades, just as the energy shocks of the 1970s shaped major policy choices on oil, nuclear power and energy security.

Pierrakakis said Europe’s energy strategy is clear: more interconnectors, more storage, more investment in electricity grids and stronger energy infrastructure.

He acknowledged that Member States have different views on flexibility under the escape clause, with some preferring no flexibility and others asking for more.

But he said the European Commission has found the right balance by targeting flexibility toward energy investments that reduce vulnerability.

Pierrakakis pointed to IMF analysis showing that energy investments made since 2022 have helped reduce the current impact of the Middle East crisis.

His message was clear: investing in energy infrastructure is not only climate or industrial policy. It is social policy, economic policy and security policy for all Europeans.

The start of tick season in North America is seeing a surge in the population of lone star ticks, whose bite can cause Alpha-gal syndrome or AGS, a potentially fatal allergy to mammal products including red meat.

But as headlines about the lone star tick proliferate, so have posts spreading conspiracy theories, claiming the tech billionaire Bill Gates, vegans, and other environmentalists engineered the spread of the tiny arachnid and the disease they carry.

Onyinye Iweala, a physician and associate professor of medicine at University of North Carolina at Chapel Hill explains that not only does Alpha-gal not make you vegan, it also isn't always permanent. Holly Gaff who studies ticks at Old Dominion University explained to AFP that there is in fact a "long history" of AGS and no evidence it was bioengineered. She also cited other factors allowing the lone star tick population to thrive, including milder winters that are easier to survive and a robust population of their preferred host, the white-tailed deer.

SECRETARY-GENERAL/MIDDLE EAST

This morning, the Secretary-General warned the Security Council this morning that the Middle East is being pulled deeper into crisis – and the consequences reach far beyond the region. This week has brought wider attacks and further deterioration, he said.

Mr. Guterres said that he is profoundly concerned it could trigger a full resumption of conflict.

He said that the ceasefire is more like a lesser-fire – as we have seen with the escalating attacks and rhetoric over the last 48 hours. We should not minimize the risks of lesser fire becoming full fire – in other words, full-scale war.

The world needs to see a complete ceasefire, the Secretary-General said, with navigational rights and freedoms restored, in line with international law and Security Council resolution 2817, and serious negotiations on the nuclear issues –ensuring that Iran’s nuclear programme is exclusively peaceful.

On Lebanon, he warned that since March, we have witnessed a serious escalation –as Israel intensified its operations in Lebanese territory and Hizbullah fired deeper into Israel. All parties must work towards a diplomatic settlement that fully respects the territorial integrity, sovereignty, and political independence of Lebanon within its internationally recognized borders – in line with Security Council resolution 1701, he said. And he urged a continued UN uniformed presence following the departure of UN Interim Force in Lebanon(UNIFIL).

He added that the situation in the Occupied Palestinian Territory – namely Gaza and the West Bank, including East Jerusalem – is rapidly deteriorating. Despite the ceasefire announced eight months ago, Gaza still faces profound uncertainty and immense human suffering.

The Secretary-General urged all parties to implement in full and without delay the Comprehensive Plan facilitated by the United States, Qatar, Egypt, and Türkiye.

UNITED NATIONS INTERIM FORCE IN LEBANON

Yesterday, the United Nations Interim Force in Lebanon (UNIFIL) continued to report intensive and widespread Israel Defense Forces (IDF) air and ground activity across and just north of its area of operations. UNIFIL recorded at least 15 IDF airstrikes involving fighter aircraft, helicopters, and drones. According to Lebanon’s Ministry of Health, airstrikes targeting Tyre yesterday killed at least 11 people and injured 44 others.

Yesterday, UNIFIL detected 80 violations of Lebanese airspace by the Israel Defense Forces, amounting to more than 126 hours of overflight. UNIFIL also recorded a total of 447 projectile trajectories, of which 442 originated from IDF positions. The remaining five trajectories were allegedly fired by Hizbullah.

Peacekeepers continue to be directly affected by ongoing hostilities. Yesterday, UNIFIL personnel at a checkpoint west of Kleyaa in Sector East witnessed intense ground combat in close proximity to their position. Armed individuals were observed firing AK-47s and a light machine gun from a residential building adjacent to the checkpoint.

The same UNIFIL position was exposed to significant risk throughout the day, including 24 artillery impacts landing as close as 300 to 400 metres, three suicide drone detonations nearby, and an airstrike in the vicinity. Peacekeepers were forced to take shelter. While no personnel were injured, the facility sustained damage, including cracked walls and shattered windows. We reiterate that UN premises and personnel must be respected and protected at all times and must never be targeted under any circumstances.

In a separate incident, UNIFIL discovered a grenade and a drone near the main gate of a position near Marjayoun in Sector East. The area was secured, and a UNIFIL explosive ordnance disposal team safely neutralized both devices.

Working in coordination with OCHA, UNIFIL’s Liaison branch facilitated the deconfliction of six planned humanitarian missions to the Tyre area in Sector West yesterday. However, all were subsequently cancelled following new displacement orders issued by the IDF affecting Tyre and surrounding areas. This underscores the increasingly constrained humanitarian space and the growing impact on civilians. Continued displacement orders are forcing people to flee while disrupting the delivery of life-saving assistance.

European Commission President Ursula von der Leyen said the 11th EU–Republic of Korea Summit marked a new step in the strategic partnership between Europe and South Korea.

Welcoming President Lee Jae-myung to Brussels, von der Leyen said the bond between Europe and the Republic of Korea is growing stronger on every level — from culture and football to trade, security, innovation and technology.

She highlighted the success of the EU–Korea Free Trade Agreement, which has more than doubled bilateral trade over the past 15 years.

Von der Leyen said security between Europe and Korea is more interconnected than ever, pointing to North Korean soldiers fighting alongside Russian forces in Ukraine. She thanked South Korea for condemning Russia’s war from the start and for supporting Ukraine.

A major outcome of the summit was the decision to begin negotiations on a Security of Information Agreement, building on the EU–Korea Security and Defence Partnership.

On trade, von der Leyen announced a new Digital Trade Agreement, designed to support safe data flows, boost e-commerce and align consumer protection standards.

The EU and South Korea also agreed to deepen cooperation on economic security, including critical raw materials, sensitive technologies and resilience against external shocks.

Von der Leyen also announced a new competitiveness partnership, backed by a high-level economic dialogue on trade, investment, economic security and industrial policy.

Clean energy was another key priority, with stronger cooperation planned on hydrogen, offshore wind, nuclear energy and small modular reactors.

Finally, von der Leyen called research and innovation the “crown jewel” of EU–Korea cooperation. She praised South Korea’s role in Horizon Europe and highlighted future collaboration on artificial intelligence, semiconductors and trusted innovation.

Her message from Brussels was clear: in an uncertain world, stable and trusted partnerships are more valuable than ever — and the EU–Korea partnership is entering a stronger, more ambitious phase.

President Lee Jae-myung said it was highly meaningful that his first European destination as President of the Republic of Korea was the European Union, describing Brussels as the gateway to Europe.

Speaking after the 11th EU–Republic of Korea Summit, President Lee thanked European Council President António Costa and European Commission President Ursula von der Leyen for their warm welcome and for inviting him to Brussels.

He said Korea and the EU have built friendly and cooperative relations over six decades since establishing diplomatic ties in 1963, with strong foundations in politics, trade, crisis management and security.

President Lee highlighted the key outcomes of the summit.

First, both sides agreed to begin negotiations on a Security of Information Agreement, allowing Korea and the EU to safely share confidential information and deepen security, defence, industrial and research cooperation.

Second, the EU and Korea signed a Digital Trade Agreement, designed to create a more stable digital business environment, accelerate paperless trade and support electronic authentication and signatures.

Third, the two sides concluded an agreement on the transfer of Passenger Name Record data, aimed at strengthening cooperation against terrorism, drug trafficking and transnational crime.

Fourth, Korea and the EU agreed to deepen cooperation in future-oriented industries, including carbon neutrality, energy transition, artificial intelligence and quantum technologies.

President Lee also called for continued EU support in addressing the North Korean nuclear issue and advancing lasting peace on the Korean Peninsula.

The leaders also discussed the Middle East, the reopening of the Strait of Hormuz, freedom of navigation and continued support for peace and reconstruction in Ukraine.

His message from Brussels was clear: Korea and the European Union are moving from partnership to deeper strategic cooperation — with concrete results for security, trade, innovation and citizens.

We stand with Italian journalist Gabriele Nunziati as he takes legal action against Agenzia Nova after his contract was terminated following a question he asked the European Commission about Israel paying for the reconstruction of Gaza last October.

In Europe, the silencing, censorship and repression of journalists speaking out against Israel’s genocide against Palestinians in the occupied Gaza Strip are arbitrarily restricting the right to freedom of expression.

Meanwhile, the Israeli military has been killing scores of Palestinian journalists in Gaza who were bravely continuing to report despite being themselves victims of Israeli abuses. No conflict in modern history has seen a higher number of journalists killed than Israel’s genocide against Palestinians in the occupied Gaza Strip.

Humanity must win.

Edem Wosornu, Director of the Crisis Response Division of the UN Office for the Coordination of Humanitarian Affairs (OCHA) also addressed the Council on behalf of Tom Fletcher, Emergency Relief Coordinator.

She said, “While a ceasefire in April has led to a reduction in violence, explosive weapons contamination continues to pose a deadly threat – especially to children. The conflict has also disrupted critical supply chains with the continued border closure affecting humanitarian programmes, especially food security and nutrition. A reopening of the border is urgently required to keep the response moving.”

She reported, “Hunger is growing across Afghanistan. Today, 4.7 million people are at risk of severe food insecurity (IPC Phase 4) – which is 50 per cent higher than during the same time last year. Some 3.7 million children are facing acute malnutrition. We continue to receive alarming reports of families forced into desperate choices, including selling daughters, simply to survive.”

She also said, “Activities supporting women and girls continue to be disproportionately affected by de facto authority restrictions, with at least six women’s spaces closed in Herat Province since March and the suspension of livelihoods activities for women. Female staff have also been stopped in Herat for what the de-facto authorities claimed to be inappropriate dress, inappropriate dress, and over the weekend we have received reports of dozens of women arrested due to alleged non-compliance with existing dress codes- including women health workers.”

EU High Representative Kaja Kallas said the European Union is working with regional partners to support diplomacy, protect freedom of navigation and help reduce tensions in the Middle East.

Speaking after the informal meeting of EU Defence Ministers in Lefkosia, Cyprus, Kallas said ministers discussed what Europe can do to defend freedom of navigation, especially as tensions affect the Strait of Hormuz, one of the world’s most important maritime routes.

Kallas said the United States and Iran will ultimately need to reach an understanding, while Europe and regional partners continue to send a clear message: diplomacy must prevail.

She said the immediate goal should be a first phase of agreement or mutual understanding: stop hostilities, reopen the Strait of Hormuz and use that time to negotiate.

Kallas also said the EU has offered nuclear experts for the negotiations, stressing that Europe has experience in trust-building and confidence-building measures that can help bring parties closer to a long-term solution.

Her message was clear: a ceasefire alone is not enough. The region needs long-term peace, and that peace must include the voices of regional actors.

From Cyprus, Kallas sent a direct warning and offer: Europe is ready to help diplomacy succeed — because maritime security, nuclear risks and regional stability affect everyone.

EU High Representative Kaja Kallas delivered a direct warning on the Strait of Hormuz crisis at the informal meeting of Defence Ministers in Lefkosia, Cyprus: the first priority must be a ceasefire and a diplomatic solution.

Kallas said that, when it comes to the Strait of Hormuz, Iran and the United States will eventually need to reach an agreement. Her message was clear: both sides must sit around the table, stop the fighting and use diplomacy before the situation escalates further.

She said the EU can help after a ceasefire, including by discussing the escorting of ships and protecting freedom of navigation. But she stressed that the first step must be stopping the war now, reopening the Strait of Hormuz and creating space for longer talks on the most difficult issues, including nuclear questions and other critical security concerns.

Her warning was realistic: Europe can help, but there is only so much the EU can do if the parties themselves do not choose diplomacy.

This was Kallas’s message from Cyprus: ceasefire first, open the Strait of Hormuz, protect maritime security and prevent a wider regional crisis.

European Commissioner for Defence and Space Andrius Kubilius delivered a strategic warning at the informal meeting of EU Defence Ministers in Lefkosia, Cyprus: Europe must become much more effective in defending itself, especially as the United States asks Europeans to take greater responsibility for conventional defence.

Kubilius said nuclear protection remains extremely important, with transatlantic partners still promising the nuclear umbrella. But he also noted that some European countries are now asking how the European pillar of NATO’s nuclear deterrence can be strengthened.

His central message, however, was that Europe must first become stronger in conventional defence. Kubilius said the EU needs more joint European defence projects, especially in strategic enablers where Europe remains heavily dependent on American resources.

He warned that Europe’s fragmented defence industry has limited experience in building successful pan-European projects. If Europe learns how to cooperate better in conventional defence, he argued, it will also be better prepared for more ambitious future projects, including nuclear-related European defence capabilities.

The message from Cyprus was clear: Europe cannot rely only on others. To be credible, Europe must build stronger conventional forces, reduce dependence on the United States and create a more effective European pillar inside NATO.

European Commissioner Hadja Lahbib delivered an emotional press briefing in the Democratic Republic of Congo, announcing new EU support for the Ebola response and warning that the health crisis is unfolding inside a wider conflict.

Speaking in Ituri, Lahbib expressed deep solidarity with the people facing what she called “a war within a war” — conflict, displacement and now another Ebola outbreak.

She said Ebola is raging once again in the region, describing it as the 17th outbreak. Lahbib warned that the conditions were already present months ago: a health system on its knees, exhausted communities, displaced people and constant fighting.

Her message was urgent: if a ceasefire was a political necessity in February, it is now a health emergency.

Lahbib said the EU takes this crisis extremely seriously and has moved quickly since the outbreak began. She announced €5 million in additional EU support to create regional diagnostic centres in the most affected provinces, allowing faster and more reliable testing where it is needed most.

She also highlighted EU humanitarian logistics, including the transport of nearly 100 tonnes of medical and protective equipment to eastern DRC, with five new humanitarian flights planned to Bunia.

Lahbib stressed that early diagnosis saves lives and that the response must move closer to affected communities. She said the EU is supporting diagnostic kits, wastewater surveillance, border information points with Uganda, and experts from the European Centre for Disease Prevention and Control.

Her strongest warning was that the virus does not respect borders or human quarrels — and can kill faster than bullets.

She paid tribute to the frontline doctors, nurses, local health workers and emergency teams fighting the outbreak, including an emergency worker who contracted the Ebola Bundibugyo virus before protective equipment arrived.

Lahbib said that on her return to Brussels, she and WHO Director-General Dr Tedros Adhanom Ghebreyesus will convene a ministerial meeting to coordinate the international response with African and global partners.

The message from Congo was powerful: this is not only a fight against a virus. It is a test of solidarity, humanity and whether the world can stand with people facing crisis on the front line.

This talk could be described as "pixelebbe Wrapped", except that it is at a different time of the year, has better jokes, provides more technical and moral insights and is not personalized. So erm it probably isn't a "pixelebbe Wrapped" at all, but hey, learn how we built and hosted pixelebbe, achieved better uptime than GitHub and spent only a reasonable amount of effort on this shitpost-turned-project (that's what we tell ourselves at night).

In the history of human kind, there is a set of unfortunate innovations that have caused a lot of suffering and destroyed many lives. One might think of the nuclear bomb, or the internet. One could also think of pixelebbe. At least if one were to be untroubled by accusations of exaggeration and over-dramatising.

Well what is pixelebbe? It's a pixel-setting experience designed to frustrate the player using everyones' favorite thing: ✨ excessive bureaucracy ✨. The idea is very simple: we provide a 40x30 canvas, everyone can then tell us to set a specific pixel to a specific colour from our limited colourset, which we then do and so a picture will be created. Just add on top of that large amounts of red tape, such as limited office hours, a dedicated queueing system, having to use an official government form, very strict formality control and stamps.

In this talk, we want to lift the curtains and give a backoffice tour through pixelebbe. We'll talk about the technology abused to build and host pixelebbe, how we made professional software designed to look like it was put together in 2 hours. We'll even leak official secrets and risk going to pixeljail. There'll be time for a Q&A and a rare live-pixel-setting-session. Rumour has it, that even our agency lead might appear on stage, which had been notoriously always-absent during 39c3.
