Speaking at the European Parliament press conference, Tobé said he was glad that this strategy was not successful.<br />
<br />
He pointed to the new Hungarian Prime Minister Péter, saying the new government has started in a hopeful way and has expressed support for European cooperation.<br />
<br />
Tobé said the new Prime Minister’s statement that he does not want illegal migrants coming to Hungary is not very different from what many other Prime Ministers across the EU say.<br />
<br />
He stressed that more discussions will be needed and that patience is required, but said the beginning is encouraging.<br />
<br />
His message was clear: the Migration and Asylum Pact has been agreed, and now every Member State — including Hungary — must work within the European framework to deliver responsibility, solidarity and implementation.<br />

Speaking in Brussels, von der Leyen thanked the negotiating teams for what she described as “excellent work” carried out over a tight timetable.<br />
According to the Commission President, the talks produced:<br />
⚖️ A solid framework for rule-of-law reforms<br />
🏛️ Reforms beyond rule-of-law issues<br />
💶 Investment commitments tied to milestones<br />
📋 A clear implementation roadmap<br />
“We now have a very solid architecture and landing zone.”<br />
Von der Leyen stressed that the agreement is based on delivery, implementation and measurable reforms.<br />
<br />
“All the reforms in this package have to be done and concluded.”<br />
She explained that funding disbursement will be directly linked to progress.<br />

📈 Implementation remains key<br />

“The moment the reform law passes parliament… we can disburse the respective money.”<br />
The Commission President described the talks as difficult but ultimately successful.<br />

 <p>It is my privilege to welcome you here this morning in the Foreign Ministry to this NATO WMD Conference. I am especially glad that I can do this opening, as I was Permanent Representative at NATO until a year ago. </p>
 <p>As we meet today, we meet at a historic moment for the security of the European continent. It is day four of a heavy war in the Middle East and the Gulf, and it is day 1468 of Russia’s war of aggression against Ukraine. </p>
 <p>It is for the first time since decades that such substantial wars are going on right at our Eastern and Southern borders. This makes our security in Europe now our very top priority and main concern. </p>
 <p>In my following few remarks, I would like to link this to the topic of the conference. </p>
 <p>For my first remark, I would like to start with the situation in the Middle East. It is particularly relevant to you and your line of work: non-proliferation and the fight against weapons of mass destruction. </p>
 <p>Let us not forget: At the origin of this conflict, which has been smoldering for more than 20 years, lie Iran’s nuclear ambitions, in other words: nuclear proliferation. </p>
 <p>We tried over decades to solve this conflict through diplomacy. In addition, we have adopted extensive sanctions in response to Iran´s threat to the region and to European and international security through its ballistic missile program, its support for armed groups in the Middle East against Israel and others as well as the regimes brutal repression and human rights violations. </p>
 <p>We witnessed at the beginning of this year. Ultimately, Iran chose to expand its nuclear activities aggravating the threat to international peace and security. Iran has never removed the grave concerns about its nuclear program, which lacked any civilian plausibility. </p>
 <p>Our aim was and remains very clear: Iran must never seek, develop or acquire nuclear weapons. And this is in fact the only possible outcome under the Non-Proliferation Treaty (NPT). I am sure that now there will be much less of a danger of a nuclear weapon in the hands of Iran. </p>
 <p>We have all followed the developments in the Middle East over the last few days and we condemn the indiscriminate and disproportionate missile attacks launched by Iran against countries in the region. This happens as we speak – those countries have our full solidarity! </p>
 <p>And obviously, with Cyprus, an EU Member State has been attacked by a drone. This shows how close this conflict has already come to Europe. </p>
 <p>My second remark is on Russia’s brutal war of aggression against Ukraine. As the world is focusing so much on the Middle East, for me, especially today, it is important to be very clear: we are affirming our unwavering support for Ukraine. In defending its territory, integrity and its right to exist, its freedom, sovereignty and independence. </p>
 <p>We will continue to give you maximum support and put maximum pressure on Russia! </p>
 <p>My third remark now is on priorities. These times demand clear priorities: In Europe, we must give clear priority to the security of our continent. When the new German Government started, it has put forward three clear goals that we see as crucial for our country: Security, Freedom and Prosperity are our key interests, and I consider them to be the key priorities for our continent as well. They belong together: without security, there is no freedom and prosperity; and without freedom, there is no security. </p>
 <p>Among these three goals, security now comes first. It is the foundation that enables and protects our freedom and prosperity. For our values do not defend themselves — they must be defended.</p>
 <p>Russia’s war against Ukraine demonstrates what we have to defend ourselves against. And so does the war in the Middle East, right at the border of our NATO ally Türkiye. </p>
 <p>When it comes to the security of Europe, our first priority is to strengthen our deterrence and defense. We need to protect our population, our security, our freedom. What we want to secure are: our way of life, our open societies, the rule of law and our democratic values. </p>
 <p>We do this first of all with NATO, and even more so by strengthening Europe and the Europeans within NATO. For my country, this means that not only is the German government committed to the 5% goal. We are reforming military service and investing heavily in conventional capabilities in air defense, deep precision strikes and satellite technology. </p>
 <p>For our security, NATO remains without any doubt number one! Deterrence has become for us Europeans an existential goal again. When we strengthen our defense, we are not preparing for conflict; we are working to prevent it. </p>
 <p>Yesterday you heard the speech given by French president Macron and the joint statement given by President Macron and German chancellor Merz. Yes, France and Germany have decided to enter closer cooperation in the field of deterrence. I want to be very clear: this is meant in addition to NATOs nuclear deterrence and NATOs nuclear sharing arrangements, to which my country will absolutely continue contributing. And of course, France and Germany will continue to comply fully with the NPT. </p>
 <p>My fourth remark is on the question: what will this focus on strengthening deterrence mean for our approach to arms control? We must be realistic. The era of treaty-based arms control is more or less over, for now. New START was left without a follow-on agreement. </p>
 <p>To reflect the new reality of the strategic landscape, China would need to be included. </p>
 <p>China possesses the world’s third-largest nuclear force, and it is rapidly expanding. With growing capability comes growing responsibility — in arms control, transparency and risk reduction. The onus is increasingly on China. This is one of the main topics we talk about with China – we have to. US allegations regarding a possible nuclear test by China in 2020 underscore a crucial point: nuclear testing must not be resumed.</p>
 <p>The NPT has been and continues to be the bedrock of international security. The current situation is underscoring the necessity to even invest more into preserving the nuclear nonproliferation regime. It is one of the most universal and most successful international treaties benefitting us all, wherever we live in this world. </p>
 <p>Foreign Minister Wadephul is planning to attend the NPT Review Conference where he will highlight our German commitment to the NPT. Among our priorities will be risk reduction and transparency to help avoid inadvertent nuclear escalation, let alone nuclear war.</p>
 <p>In arms control, we can neither pretend the old world still exists. Nor must we surrender to cynicism. What served our security well for decades must not be thoughtlessly thrown overboard. But we must focus on evaluating arms control against a clear benchmark of its contribution to our security and those of our allies and partners. In doing so, we should also look not only at the risks, but opportunities of new technologies, especially for verification in a world without binding treaties.</p>
 <p>Dear friends, as we live in extraordinarily demanding and dangerous times, this conference comes at the right time. It is good to have you all here! </p>

A seamless listening experience full of music for working, zoning out, staring at your screen, or avoiding your inbox.<br />

Over two hours of instrumentals that don’t get in your way. Songs that got us through deadlines, soundtracked our late nights, and the occasional existential spiral. Tracks we loved, tracks we couldn't stop spinning, tracks that lived on loop while someone tried to fix the coffee machine (again).<br />

 <p>Excellencies,<br>
  Distinguished guests,</p>
 <p>A warm welcome to the Federal Foreign Office, especially to our international guests – thank you for joining us for the 7th edition of the Berlin Climate and Security Conference.<br>
  My special thanks go to the adelphi team for the excellent preparations. My gratitude to all partner organizations and speakers who will be contributing.</p>
 <p><strong>“Climate, Conflict and Cooperation in a Turbulent Era” </strong>-<br>
  the motto of this conference perfectly describes what is at stake:<br>
  Yes, the world is increasingly fractured and complex. <br>
  Wars and conflicts seem to grow in number and size.<br>
  The principles of the rule of law are under attack, and so is multilateralism<br>
  Climate change is a stark reality today. Heavy floods, intensified storms, record-breaking heat waves, and long-lasting droughts cause damage, ecological and economic loss, displacement and loss of life.</p>
 <p>I would like to start with a more general remark on what priority we give - here in our German Foreign Ministry – to climate change.  <br>
  As governments we have to face all the mentioned challenges – Climate, Conflict, Instability - at the same time. In this most complex reality of our globalized world, we have to define our interests, name our priorities and design appropriate policy.<br>
  The Chancellor and the Foreign Minister have set three key goals for our German Foreign and Security policy:<br>
  Security, Freedom and Prosperity.</p>
 <p>Climate change directly and negatively affects all these three goals. <br>
  That is why a proactive climate policy must be an essential part of our solutions. This Foreign Ministry, together with the other branches of the government, will continue to promote a proactive climate policy, we advocate for a “competitive green transition”.  <br>
  And we are convinced that especially the nexus climate – security has to be given the priority it deserves.<br>
  Now I have four messages I would like to share with you today:</p>
 <p>Firstly:<br>
  For many years I dealt with Security policy in the last years as my country’s Ambassador to NATO. And often I heard the proverb: “The Urgent always beats the Important”.<br>
  When it comes to climate change we cannot accept that.<br>
  Of course, there are immediate and pressing challenges like Gaza, Ukraine, Sudan, which require our full attention. <br>
  But we cannot afford to lose sight of the systemic risks of climate change. <br>
  These risks threaten to create or to intensify conflicts, these risks impact local, regional and international stability, they create enormous additional costs, they do impact international peace at large – <br>
  or viewed through the prism of our German foreign policy goals: by climate change our security, freedom and prosperity are put at risk.<br>
  We have to deal with both: with the Urgent as well as with the Important.</p>
 <p><br>
  Secondly:<br>
  The nexus climate – security will gain even more importance.</p>
 <p>The German Foreign Intelligence Service BND recently published our National Climate Risk Assessment, which clearly states: <br>
  “Anyone thinking about security, needs to think about climate as well”.</p>
 <p>To properly understand what the challenge is about, we need everyone on board: diplomats, military, and security specialists as well as first responders, climate negotiators, peace building and humanitarian workers, energy and agricultural experts. <br>
  That’s why I am glad all of you are here today! <br>
  Because we need this collaborative and interdisciplinary spirit internationally as well.</p>
 <p>Earlier this month, for example, the NATO Climate Change and Security Centre of Excellence in Montreal hosted the Climate Security Summit, focusing on making our militaries more climate resilient. <br>
  During that summit, Canadian Defense Minister highlighted:<br>
  “Investing in […] our ecosystems [… ] is strategic preparedness. It is national defense. And it’s natural security”. I could not agree more.</p>
 <p> </p>
 <p>This leads me to my third message:<br>
  We have to speed up getting from analysis to action.</p>
 <p>A good understanding of what “climate, crisis and security” really means will best advance opportunities for very concrete cross-border collaboration and holistic solutions. <br>
  Here just a few examples:<br>
  My ministry just launched the pioneering Investing for Peace Initiative, a blended finance platform.<br>
  It is meant to encourage more investments in fragile states where climate change often exacerbates conflicts, it pools donor funds with private sector contributions from Development Finance Institutions to support local enterprises. These investments address root causes of conflict, such as climate change-induced food insecurity. <br>
  Already in 2020, we presented the Weathering Risk initiative, which generates crucial understanding about climate and environmental impacts on human security.<br>
  There are a multitude of other initiatives that are usable and operational.<br>
  We, all together, have to speed up implementing. It’s the very concrete results which make a difference, not the processes as such.</p>
 <p><br>
  Finally, my fourth message: worldwide cooperation is key!</p>
 <p>The security implications of climate change have been front and center of our policies at the UN for a long time – in the Security Council and beyond: <br>
  Together with Nauru, we, Germany, co-chair the UN Group of friends on climate &amp; security, and it’s great to see a growing number of members joining, currently 78 states. <br>
  Somalia has announced to become our newest member. Somalia’s extensive experience will be of high value for our joint engagement in New York – and beyond.  Thank you for your engagement for this Minister Jama!<br>
  Through our support of the UN Climate Security Mechanism, Climate and Security Advisors in UN Missions have become key facilitators to integrate climate aspects in peace building and stabilization efforts. <br>
  It’s fantastic that many of them are here today to share their expertise.</p>
 <p>As a German Government we are also proud of our cooperation with small Islands and Development States, for example, through our support of the Rising Nations Initiative and the Coalition for addressing Sea-level rise and its Existential Threats (C-SET) to strengthen their resilience to climate change.</p>
 <p>Our Foreign Minister Wadephul has, at UNGA last month, announced a 5 million Euro contribution to the Pacific Resilience Facility (PRF). <br>
  Furthermore, I am happy to announce that our International Climate Initiative (IKI) is dedicating a large grant to fund climate adaptation and conflict prevention in Africa. <br>
  This funding will support farmer and herder communities in a cross-border region between Ethiopia, Kenya and Somalia, to adapt to environmental changes, build resilience and strengthen peaceful conflict resolution.  </p>
 <p>And of course it’s most important that in a few weeks the COP 30 in Belém commits to strong climate action. In that regard I want to reiterate that Germany and Europe take our climate targets seriously and are committed to present an EU NDC (National Determined Contribution) ideally ahead of COP30.  <br>
  We, Germany, do stand by our goal to become climate neutral and we stand in solidarity with those facing vulnerability. <br>
  Germany is committed to cooperating with all of you to keep the world habitable and make it more resilient. <br>
  This serves our joint interests. It serves Security, freedom and prosperity. <br>
  And this is why, climate and security is an important focus of our candidacy for the UN Security Council 2027/28. <br>
  Be assured, if elected, Germany will be once again an active and reliable partner for this issue on the Council.</p>

Ten years ago marked the announcement and launch of Chillhop Music's record label, at the time known as Chillhop Records. During this year, we began with YouTube uploads, full projects, and 'best of' mixes. The brand was building up and taking off. Now, one decade later, we have a massive number of releases, mixes, compilations, animations, clothing items, vinyl, beat packs, and more. Not only have we found our mascot in this time, but our Raccoon has a plethora of friends (Milkshake the Bear, Mango the Toucan, Jazz the Bunny), complete within the metropolitan home of Chillville.

With billions of streams across digital platforms, Chillhop went from a YouTube channel to a record label and never looked back. Featuring some of your favorite instrumental EPs, LPs, singles, and compilations, we felt it was only right to make a 'best of' release. 28 songs covering a decade of Chillhop Music, this 80 minute compilation features some of our most well-known tracks as well as some of our personal favorites.

One song has nearly 80 million streams on Spotify ("thinking of you" by mommy, Philanthrope, and Kyle McEvoy), one song went super viral on social media ("Keep Going" by Swørn), one song was shared by Will Smith ("Soulful" by L'Indécis), one song was shared by Justin Bieber ("ny90" by Ezzy), and so much more. The lore continues.

Die Reds feiern Abschied

Neun Tage nach seinem bewegenden und emotionalen Abschied als Liverpool-Trainer haben die Reds unter dem Titel "Ein Abend mit Jürgen Klopp" eine große spektakuläre Abschiedsparty für den 56-Jährigen geschmissen. In der ausverkauften M&S Bank Arena in Liverpool waren 11.000 Fans mit dabei, und die Halle sang überschwänglich "So glad that Jürgen is red" (zu Deutsch: "Ich bin so stolz, dass Jürgen immer noch ein sogenannter Red ist und bleibt"). 

Die Veranstaltung bot eine einzigartige Gelegenheit, Jürgen Klopp für seine fast neun Jahre als Trainer von Liverpool zu würdigen. Fans und Spieler feierten gemeinsam die Erfolge und den Einfluss, den Klopp auf den Verein hatte. Es war ein emotionaler Abend voller Erinnerungen, Lob und Dankbarkeit.

How Astronomy Knew 6 Planets, Then Found 20 More, Then Went Back To 8 (For Now)

The Solar System has had 8 planets ever since Pluto was excluded in 2006. This has made a lot of people very angry and been widely regarded as a bad move. But did you know Neptune was discovered as the 12th planet? Or that, 80 years before Star Trek, astronomers seriously suspected a planet called Vulcan near the Sun? This talk will take you through centuries of struggling with the question: Do you even planet?!

In antiquity, scientists counted the 7 classical planets: the Moon, Mercury, Venus, the Sun, Mars, Jupiter and Saturn – but their model of the universe was wrong. Two thousand years later, a new model was introduced. It was less wrong, and it brought the number of planets down to 6: Mercury, Venus, Earth, Mars, Jupiter, Saturn. Since then, it's been a roller coaster ride of planet discoveries and dismissals.

In this talk, we stagger through the smoke and mirrors of scientific history. We meet old friends like Uranus and Neptune, forgotten lovers like Ceres, Psyche and Eros, fallen celebrities like Pluto, regicidal interlopers like Eris and Makemake as well as mysterious strangers like Vulcan, Planet X and Planet Nine.

Find out how science has been tricked by its own vanity, been hampered by too little (or too much!) imagination, and how human drama can make a soap opera out of a question as simple as: How Many Planets in Our Solar System?

 <p>Lieber Herr Botschafter Heusgen,<br><span lang="en">Ambassadors, Excellencies,<br>and friends,</span><br></p>
 <p><span lang="en">As diplomats, many of you are probably used to bidding farewell to close colleagues and friends. In a way, it is part of your job description. So, maybe it speaks for the fact that I am a politician and not a diplomat when I tell you today that I will never get used to these goodbyes.</span><br></p>
 <p>Lieber Herr Heusgen, <span lang="en">dear Christoph,<br>I<span lang="en"><span lang="en">t is with a heavy heart that we see you go. But I am glad to be able to accompany your final steps as Germany’s Ambassador to the United Nations – even if only virtually, from the G20 Foreign Ministers’ Meeting here in wonderful Bari.</span></span></span><br></p>
 <p><span lang="en">I will never forget the great conversations we had during my many visits to New York. I hope you, too. We celebrated our election to the Security Council together. We fought side by side for humanitarian access to Syria, for women in conflict situations, for human rights and accountability across the globe.</span></p>
 <p><span lang="en">You made the European Union visible in the Council. I am sure many of you will remember the stake-outs of European Ambassadors after the meetings.</span></p>
 <p><span lang="en">You stood up to pressure, even when it came from unexpected corners. Because you knew that you were fighting for the right cause.</span></p>
 <p><span lang="en">For the cause of the people – whether they be a survivor of sexual violence from Congo, a prisoner in Xinjiang or a torture victim in one of Assad’s prisons.</span></p>
 <p><span lang="en">This might have angered a few.</span></p>
 <p><span lang="en">But it has inspired many.</span></p>
 <p><span lang="en">And it has lent your voice, Germany’s voice, the qualities that are most important in international diplomacy: credibility, reliability and trust.</span></p>
 <p><span lang="en">So, thank you, Ambassador</span> Heusgen, <span lang="en">for your outstanding service. We wish you  all the best for the future. And I am confident that our paths will cross again soon.</span><br></p>
 <p><span lang="en">Ladies and gentlemen,<br>On the topic of this meeting, let me assure you that Germany remains a strong supporter of the international order and of the United Nations in particular.</span><br></p>
 <p><span lang="en">Together with many of you, we have launched the Alliance for Multilateralism. Because we believe that multilateral solutions are fairer and more sustainable.</span></p>
 <p><span lang="en">To underline this, the German Government has recently presented its first White Paper on Multilateralism. It shows how the multilateral order delivers benefits to the people – ranging from cleaner air to vaccines in a pandemic.</span><br></p>
 <p><span lang="en">And it defines, ladies and gentlemen, areas where we need to improve the existing international order.</span></p>
 <p><span lang="en">These discussions must take place within the United Nations – together with all of its Member States and in particular with those who are most affected by climate change, poverty and conflict.</span></p>
 <p><span lang="en">Together, we need to work towards a global partnership that benefits everyone. Germany stands ready to do so, as we are running again for the Security Council for the 2027-2028 term. And we hope for your support and partnership.</span></p>
 <p><span lang="en">So, once again, many thanks to you, Ambassador </span>Heusgen! <span lang="en">And the very best to all of you from here, from beautiful Bari!</span><br></p>

 <p><span lang="en">The suffering of millions of refugees and migrants from Venezuela is one of the biggest human tragedies of our times.</span><br></p>
 <p><span lang="en">Over the past 16 months, the pandemic has further pushed many of them to the brink of hunger, malnutrition and disease.</span></p>
 <p><span lang="en">And as if the situation could not get any worse, their host countries are among the hardest hit by COVID-19 and its social and economic effects.</span><br></p>
 <p><span lang="en">And yet, these countries are showing remarkable solidarity.</span></p>
 <p><span lang="en">Together, the countries of the region are hosting 5.6 million refugees and migrants from Venezuela, a number only topped by the Syrian catastrophe.</span><br></p>
 <p><span lang="en">And Colombia has broken new ground by announcing a 10-year protection statute for Venezuelan refugees.</span><br></p>
 <p><span lang="en">We applaud your courage and leadership.</span></p>
 <p><span lang="en">And we have come here today to match your solidarity – not only in words, but in deeds.</span></p>
 <p><span lang="en">We have increased our funding for the Venezuelan crisis significantly. 12.7 million Euro of humanitarian assistance have already been disbursed.</span></p>
 <p><span lang="en">And I am glad to announce another 35.4 million Euro of humanitarian assistance and 23.6 million Euro of development funds for 2021, bringing our total support to 71.7 million Euro this year alone.</span></p>
 <p><span lang="en">But as important as these pledges - our solidarity must go beyond them.</span></p>
 <p><span lang="en">The international community must stand together to address the root cause of this crisis, which is the Maduro regime’s ignorance towards the suffering of its people.</span></p>
 <p><span lang="en">Today, we appeal to the regime</span></p>
 <p><span lang="en">to stop politicizing humanitarian assistance,</span></p>
 <p><span lang="en">to stop intimidating humanitarian workers,</span></p>
 <p><span lang="en">to stop its crack-down on civil society,</span></p>
 <p><span lang="en">and to stop harassing independent media.</span></p>
 <p><span lang="en">The only way out of Venezuela’s crisis are free and fair elections – at all levels.</span></p>
 <p><span lang="en">We therefore urge all parties involved to engage in a new round of negotiations between the regime and the democratic forces.</span></p>
 <p><span lang="en">We are willing to support a political solution as good as we can.</span></p>
 <p><span lang="en">For the sake of the people of Venezuela.</span></p>
 <p><span lang="en">And for the sake of the entire region.</span></p>

 <p><span lang="en">It was on an April day like this that Philipp Schwartz was dismissed from his university post in 1933. Years of academic research and commitment shattered into pieces. He lost his work. He had to flee his own country. But he found a safe haven. He became university professor in Istanbul. And he helped many other scholars persecuted by the Nazi regime make a new beginning in Turkey. Many of them returned to Germany after the Second World War and helped rebuild the country.</span><br></p>
 <p><span lang="en">It was in honour of Philipp Schwartz that we started an initiative for scholars at risk 5 years ago. This initiative reflected the responsibility originating from the persecution of scientists during the Nazi regime. Originally, it was developed primarily in response to the crisis in Syria. But in the meantime is has provided a safe haven for scholars from 19 different countries.</span><br></p>
 <p><span lang="en">It is surely no cause for celebration that the need for scholar protection programmes is rising. But unfortunately, this is the sad truth: The spaces for free speech and free academic research are shrinking worldwide.</span></p>
 <p><span lang="en">For each and every scholar who faces the effects of this development, this means great hardship. But also for the global community as a whole, it is a dangerous development. We all know: the challenges ahead of us are huge. The Corona pandemic has shown once again that we are all sitting in the same boat. It is impossible to decouple from developments elsewhere, be it global heating or a pandemic.</span></p>
 <p><span lang="en">In order to master global challenges, we need global responses. And that is: not only by states, but by the entire global community. &ldquo;Foreign Policy is too important to be left to governments alone&rdquo;. This sentence by Willy Brandt is more true than ever. It is only through the ideas and the determination of civil society and by cross-border cooperation that we will be able to succeed.</span></p>
 <p><span lang="en">If we look back in history, it was always through the exchange of people and ideas that progress was made. Just recently the masons&rsquo; guild system was admitted into the UNESCO list of immaterial world heritage. Monuments such as the Cologne Cathedral wouldn&rsquo;t have been possible without the transnational expertise within the medieval fabrics.</span></p>
 <p><span lang="en">The same is true for today: The vaccination against COVID 19 was developed in record time. Why? Because scientists around the world shared their knowledge: from the genetic deciphering of the virus up to the testing of medication. And it is surely a lucky chance for Germany that the Biontech vaccine was developed by two German scientists whose parents came here as migrants from Turkey.</span></p>
 <p><span lang="en">Exchange and openness trigger innovation. Nationalism and isolation mean stagnation. It is as simple as that.</span></p>
 <p><span lang="en">That is why we have made science diplomacy a cornerstone of our new international cultural policy strategy. The basic idea is quite simple: We want to facilitate international academic exchange by creating new platforms of exchange; and by keeping shrinking spaces open.</span></p>
 <p><span lang="en">We don&rsquo;t see academic exchange as a zero-sum game. We don&rsquo;t want to draw all bright minds to Germany. Rather, we see science diplomacy as a means to keep the stream of people and ideas afloat. Metaphorically speaking: less of a vacuum cleaner, more of a fan.</span></p>
 <p><span lang="en">One central element within this strategy is the protection of academic freedom: for those who have been placed at risk by armed conflict, but also for those facing political or identity-based persecution. Our goal is clear: sustaining intellectual power and the gift of critical discourse worldwide.</span></p>
 <p><span lang="en">For this aim, we need strong partners: partners such as the Humboldt Foundation. For almost 70 years, the Foundation has fostered academic exchange across political and ideological borders.</span></p>
 <p><span lang="en">Also, it is very important for us to strengthen the European dimension of our science diplomacy. As Europeans we share the same vision of an open and transnational international academic exchange. That is why in 2019 I signed a joint Franco-German declaration with Ambassador Anne-Marie Desc&ocirc;tes. In this declaration we were calling on our EU partners to join our efforts in supporting academic freedom worldwide.</span></p>
 <p><span lang="en">This declaration has now become a reality. Today, we are coming together not only under the umbrella of the Philipp Schwartz Initiative, but also of the Inspireurope project. This Europe-wide alliance of 10 partners supports academics at risk, protecting academic freedom and providing welcome advice to policy makers.</span></p>
 <p><span lang="en">Dear Ladies and Gentlemen,</span></p>
 <p><span lang="en">The start of the Philipp Schwartz initiative 5 years ago was a crucial step. It is now the oldest and largest programme of its design and scale in Europe. Since then, other important steps have followed, from the Martin Roth Initiative for artists and members of the cultural sector, to the Elisabeth Selbert Initiative for human rights defenders. It has even become a reference point for programmes abroad, such as the PAUSE programme at the Coll&egrave;ge de France, which was launched in 2017 and is now one of the Philipp Schwartz Initiative&rsquo;s closest partners.</span></p>
 <p><span lang="en">It is in this tradition that I am glad to announce the most recent addition to our range of protection programmes. Two weeks ago, the Foreign Office and the German Academic Exchange Service launched the Hilde Domin Programme. Building upon the Philipp Schwartz Initiative, the scholarship program will enable at-risk students from the undergraduate to the doctoral level to continue and complete their studies at a higher education institution in Germany. This further broadens our efforts in supporting academics and academic freedom worldwide. Namesake for the new programme is the German-Jewish poet Hilde Domin, who was forced to continue her studies in exile in the 1930s.</span></p>
 <p><span lang="en">Dear Ladies and Gentlemen,</span></p>
 <p><span lang="en">Almost 300 scholars at risk could continue their scientific work in Germany thanks to the Philipp Schwartz initiative. Behind this number are 300 personal stories of people who had to overcome many challenges to reach Germany, to settle in, to restart a new life and to find a place in a new society and a competitive labour market.</span></p>
 <p><span lang="en">I myself had the privilege to meet some of the very first Philipp Schwartz fellows in 2017, for example a Syrian scholar pursuing research at Ruhr University Bochum. I recently learned that he is now employed in the private sector. Like so many others, he is enriching our society with his ideas, with this work, with his commitment.</span></p>
 <p><span lang="en">Protecting academic freedom is not an abstract exercise. It is about the protection of human beings like him and his family; it is about giving them the chance to carry on their research; and it is about us as a global community to opt for openness and cooperation instead of nationalism and isolation.</span><br></p>

 <p><span lang="en">Last year I accompanied Federal President Steinmeier to Sudan. For me, it was a truly remarkable moment. During the visit, I met many young people full of hope and pride at the wake of a historic democratic transition. Maybe most remarkable of all: The face of the peaceful revolution in Sudan wore lipstick and veil. It is surely not too much to say that without women the revolution would not have been possible. The same is true for Belarus where it is again women who stand at the forefront of peaceful demonstrations.</span><br></p>
 <p><span lang="en">If any more prove was necessary, here it was: History has proved Resolution 1325 right. Women have the right, the capabilities and the determination to take decisions for themselves and for their societies. They don&rsquo;t accept being pushed to the sidelines, as they have been for centuries.</span></p>
 <p><span lang="en">The adoption of resolution 1325 20 years ago was a true milestone. Because: It made clear without any doubt that women&rsquo;s rights are human rights - and vice versa. But also because it showed that the participation of women is not only about justice and fairness. It&rsquo;s also about peace and security.</span></p>
 <p><span lang="en">The full implementation of resolution 1325 is plain and simple: a matter of political intelligence.</span></p>
 <p><span lang="en">Yet, the implementation of the WPS agenda continues to be weak. Too often women are still excluded from peace processes. Too often their rights and interests continue to be ignored. Too often, conflict-related sexual and gender-based violence remains unpunished.</span></p>
 <p><span lang="en">As a global community, we have not lived up to our commitment.</span></p>
 <p><span lang="en">However, to give up is not an option. Obstacles and set-backs are a call for action. So, what can we do?</span></p>
 <p><span lang="en">First, it remains crucial that we continue to mainstream WPS in our entire foreign and security policy. To that end, Germany and the UK co-hosted a side-event at the Munich Security Conference last year. I&rsquo;m very sure: It won&rsquo;t be the last. We will continue our close cooperation on WPS. Therefore, I&rsquo;m glad the Friedrich-Ebert-Stiftung London has taken up this important topic.</span></p>
 <p><span lang="en">My second point is: multilateralism. Germany has made the WPS agenda one of our top priorities during our membership of the UN Security Council in 2019 and 2020. Together with our partners like the UK we have been pushing for gender equality to be mainstreamed in all UN activities. The adoption of resolution 2467 on ending sexual violence in conflicts in April 2019 was an important step.</span></p>
 <p><span lang="en">Also, we have substantially stepped up our support for civil society initiatives and networks.</span></p>
 <p><span lang="en">We have been co-initiator of the African Women Leaders Network. And in 2019 we also helped set up the German-Latin American network Unidas, which supports feminist projects by Latin American organizations.</span><br></p>
 <p><span lang="en">Finally, we have to make sure we ourselves live up to our aspiration.</span></p>
 <p><span lang="en">Yesterday, the federal government cabinet adopted Germany&rsquo;s third Action Plan on Women, Peace and Security for the period 2021-2024.</span><br></p>
 <p><span lang="en">The Action Plan was developed in close consultation with partners and civil society. We are very pleased that both the UK Foreign, Commonwealth &amp; Development Office and the British civil society alliance GAPS have contributed to the consultations.</span></p>
 <p><span lang="en">The Action Plan covers all four pillars of the agenda, and aims to promote the WPS agenda. For the first time, we will also include indicators to measure our progress. And we will make sure WPS is mainstreamed in the work of the federal administration at large.</span></p>
 <p><span lang="en">To give you just some examples: We are going to designate WPS focal points in our embassies. We will include mandatory training on WPS for young diplomats. And we will mainstream the gender perspective in our entire foreign policy.&nbsp;Our vision is to make gender equality part of our DNA.</span></p>
 <p><span lang="en">Ladies and Gentlemen,<br>In its yearly Gender Gap Report the World Economic Forum looks at the average progress worldwide. Its last edition concluded: If we continue at the current speed, it will take around 100 more years to finally reach gender parity. A whole century!</span></p>
 <p><span lang="en">I think that shows: This is still a man&rsquo;s world.</span></p>
 <p><span lang="en">For my part, I can tell you: I&rsquo;m not willing to wait for so long. And I hope you will join me in overcoming gender inequality for a more just, fair and peaceful world &ndash; now.</span><br></p>

 <p>Belarus, Sudan, Iraq: in all these countries, women have recently led social and political movements for peace and democracy.<br></p>
 <p>Their courage reminds us once again that lasting peace needs equality and the full participation of women. In the past three decades, however, women have made up only 13 percent of negotiators in major peace processes worldwide.</p>
 <p>That needs to change &ndash; and we are taking action:</p>
 <p>As a member of the UN Security Council in the past two years, Germany made the women, peace and security agenda a priority:<br></p>
 <p>- We supported equality in all peace processes and strengthened female peacekeepers.</p>
 <p>- We initiated Resolution 2467 to protect and empower survivors of conflict-related sexual violence.</p>
 <p>- And we invited a record number of civil society members and women&rsquo;s rights activists to brief the Council.</p>
 <p>And today, I&rsquo;m happy to announce that recently Germany has contributed one million euro to the Rapid Response Window of the Women&rsquo;s Peace and Humanitarian Fund.</p>
 <p>The Rapid Response Window will make a difference. It will provide women with financial support for travel, childcare and dedicated training. This support will break down barriers and make it easier for women to participate in peace processes.</p>
 <p>I&rsquo;m glad to see so many friends and partners here today supporting this endeavour. I call on other donors to join us and to contribute to the Rapid Response Window.</p>
 <p>The women in Sudan, Belarus, Iraq and beyond deserve our support. And by empowering them, we&rsquo;re helping to build peace and justice worldwide.</p>

 <p><span lang="en">There is no way one can fully understand or comprehend the Holocaust, this worst crime in the history of humanity. How could people do something like this to other people? How could people get to a point where so many of them allowed such a crime to occur?&nbsp;</span><br></p>
 <p><span lang="en">When I visited Bergen-Belsen as a pupil, I was deeply moved. What I felt that day would remain with me forever &ndash; as would the questions. When I began taking an interest in politics, one question became ever more important, namely: How can we learn from history? How can we prevent such a crime from happening again?&nbsp;</span></p>
 <p><span lang="en">We have a historical responsibility to address the Holocaust. And I think this responsibility is greater than ever today. I am horrified to see how hatred and antisemitism are again on the rise in Europa and in Germany.&nbsp;</span></p>
 <p><span lang="en">If today Jews continue to be persecuted, then this clearly demonstrates how important it is to do an even better job of teaching the lessons of history and to pass these on to the next Generation.&nbsp;</span></p>
 <p><span lang="en">And that is precisely what &ldquo;Young people remember&rdquo; aims to do. I am so glad to speak at this kick-off event today and be witness that our idea has become a Programme.&nbsp;</span></p>
 <p><span lang="en">Through this programme, young people get the opportunity to visit memorials and places of remembrance, where they can engage in discussions and learn together.&nbsp;</span></p>
 <p><span lang="en">And they do so across borders. Because, even though in Europe we share the experience of the horrors of the First and Second World War, each country has its own culture of remembrance.&nbsp;</span></p>
 <p><span lang="en">And the more distant these events become, the fewer survivors there are to answer our questions, the more important are personal exchanges on these issues. It is the only way that mutual understanding can grow and deepen.&nbsp;</span></p>
 <p><span lang="en">In addition to visits to memorials, the &ldquo;Young people remember&rdquo; programme includes financial support for many hands-on projects: These also draw attention to lesser-known places of remembrance and groups of victims. They also use new formats, such as graphic novels.&nbsp;</span></p>
 <p><span lang="en">With the federal programme &ldquo;Young People Remember International&rdquo;, we want to make places of remembrance into even better present-day places of learning, in and beyond Europe.&nbsp;</span></p>
 <p><span lang="en">Memorials should become international places for immersive experiences and exchange, where we can gain an even fuller understanding of what a great accomplishment and gift our present peaceful co-existence in Europe is.&nbsp;</span></p>
 <p><span lang="en">Europe as we know it today can simply not be taken for granted.&nbsp;</span></p>
 <p><span lang="en">It is up to all of us to defend these accomplishments. By standing up for what we believe in. By taking a strong stand against nationalist tendencies.</span><br></p>
 <p><span lang="en">By actively defending tolerance and understanding, and not accepting insults or threats directed at minorities, those of other persuasions or faiths, or with other sexual orientations. By opposing all forms of antisemitism and xenophobia from the outset.&nbsp;</span></p>
 <p><span lang="en">This is the task that history has imposed upon us. And I believe that no history book or classroom-based lesson can teach this as clearly as the experiences one has when visiting a memorial or place of remembrance, or when doing a group Project.&nbsp;</span></p>
 <p><span lang="en">I am pleased that together with the Foundation &ldquo;Remembrance, Responsibility and Future&rdquo; we were able to select a wide range of projects. And I hope that, by engaging with one another in many different ways &ndash; both in person and virtual &ndash; new bridges can be built between young people in Europe and beyond.&nbsp;</span><br></p>
 <p><span lang="en">I want to thank all partners and everyone involved in this effort. It was quite some work putting together the programme &ldquo;Young people remember&rdquo;. But the hard work has paid off.&nbsp;</span></p>
 <p><span lang="en">The project being presented here today that was developed by IBB Dortmund and the History Workshop Minsk about the Malyj Trostenez memorial is a good example.&nbsp;</span></p>
 <p><span lang="en">Malyj Trostenez was one of the main Nazi extermination camps. Countless Jews were deported to this site near Minsk in Belarus between November 1941 and October 1942. Many of the deportees were murdered immediately upon arrival. In Western Europe, the history of this mass extermination camp has until the present day remained mostly unknown. So young people will now join forces with experts and historians from Germany, Austria and Belarus in an effort to change that.&nbsp;</span></p>
 <p><span lang="en">I am happy that &ldquo;Young people remember&rdquo; will help close such gaps in our collective knowledge. History and remembrance may remain open to a variety of interpretations and conclusions. But no one can escape the facts. More than 6 million Jews were murdered. The Holocaust cannot &ndash; and must never &ndash; be relativised.&nbsp;</span></p>
 <p><span lang="en">I wish all those involved in the Malyj Trostenez project, and all of the participants in the other projects, every success in this important effort.</span><br></p>
 <p><span lang="en">By working on coming to grips with the past, you are building our future.</span></p>
 <p><span lang="en">Thank you very much for your commitment!</span><br></p>

 <p><span lang="en">&ldquo;The social fabric of an entire society has been torn&rdquo;. Nadia, when you briefed the Security Council during the German Presidency in April 2019, these were your words. You delivered a chilling account of the horrible crimes that were committed against the Yazidis in Iraq. Your words are etched in our memories.</span><br></p>
 <p><span lang="en">Nadia, we had an opportunity to meet in person in New York in October last year, when we discussed violence against women in conflicts. Since then, the world has changed profoundly.</span></p>
 <p><span lang="en">But while the world&rsquo;s attention is focused on the COVID-19 pandemic, the conflicts continue. And sexual crimes &ndash; or rather sexual terror &ndash; are constantly being used as a tool to cripple societies.</span></p>
 <p><span lang="en">We are confronted with stark realities on this day in particular: six years after the mass persecution by Da&rsquo;esh, the Yazidis are still suffering the consequences.</span><br></p>
 <p><span lang="en">The threat of Da&rsquo;esh still lurks in the shadows. It has yet to be overcome.</span></p>
 <p><span lang="en">And the challenges for the Yazidi community are manifold. It&rsquo;s up to us not to let them down, but to help them to build a better future.</span><br></p>
 <p><span lang="en">I&rsquo;m therefore very grateful for today&rsquo;s virtual event as it turns the spotlight on a situation that shouldn&rsquo;t be forgotten by the world!</span></p>
 <p><span lang="en">Thousands of Yazidis were murdered or driven out of their homes. Women, girls and boys were enslaved and subjected to sexual and gender-based violence on a massive scale.</span></p>
 <p><span lang="en">It was, once again, women and children who were and are the most vulnerable.</span></p>
 <p><span lang="en">Almost 3000 people are still missing. Missed by their families, their parents, grandparents, children, brothers and sisters, who don&rsquo;t even know what has become of their beloved ones.</span></p>
 <p><span lang="en">Six years on, we&rsquo;re here to take stock of what the international community has done &ndash; and what remains to be done to end the Yazidis&rsquo; suffering and give the survivors prospects for the future.</span></p>
 <p><span lang="en">And let me be clear when I say that the first prerequisite for this is to bring the perpetrators, the terror regime installed by Da&rsquo;esh, to justice. Impunity constitutes brutal injustice.</span></p>
 <p><span lang="en">We have to put an end to this. We have to achieve accountability.</span></p>
 <p><span lang="en">Justice and accountability shouldn&rsquo;t be abstract concepts that may or may not be realised, depending on the political will.</span></p>
 <p><span lang="en">The survivors have a right to justice and accountability. Today, we are calling for results.</span></p>
 <p><span lang="en">Therefore, we are calling for investigations, fair trials, timely sentences and their full enforcement.</span></p>
 <p><span lang="en">UNITAD is collecting evidence across Iraq to provide the basis for delivering accountability for the unspeakable crimes committed against the Yazidis &ndash; crimes that may amount to war crimes, crimes against humanity and genocide.</span></p>
 <p><span lang="en">Germany fully supports the remarkable work done by UNITAD.</span></p>
 <p><span lang="en">German law recognises universal jurisdiction for war crimes, crimes against humanity and genocide under international law.</span></p>
 <p><span lang="en">German prosecutors have been investigating war crimes and crimes against humanity committed by Da&rsquo;esh in Iraq and Syria on this basis since 2014.</span></p>
 <p><span lang="en">The investigations have resulted in several trials. The focus of these trials is on crimes committed against Yazidi women and girls.</span></p>
 <p><span lang="en">These trials demonstrate that survivors can seek justice even thousands of miles away from where the crimes have been committed.</span></p>
 <p><span lang="en">While these efforts are no substitute for a strategy for comprehensive justice for the victims of Da&rsquo;esh, we will support the fight against impunity in this way, and I call on all states to use all legal means at their disposal to end impunity.</span></p>
 <p><span lang="en">My country remains deeply committed to the Yazidis in Iraq and Syria. Many Yazidi families have found asylum and new homes in Germany.</span></p>
 <p><span lang="en">Sinjar &ndash; where over 76 mass graves were discovered &ndash; is one of the priority regions for Germany&rsquo;s stabilisation and reconstruction projects in Iraq.</span></p>
 <p><span lang="en">We know that we cannot undo the suffering, but I believe that the international community is able to help mitigate the trauma that many of the Yazidi community still experience.</span></p>
 <p><span lang="en">We can give them prospects for their future by empowering and involving them. We need a survivor-centred approach. This is, Nadia, at the heart of your initiative.</span></p>
 <p><span lang="en">We have to take action on the ground in order to enable the voluntary return of the displaced population in safety and dignity.</span></p>
 <p><span lang="en">So we are cooperating closely with UN agencies, removing explosive devices and rebuilding schools, for example, supporting micro-entrepreneurs and strengthening community policing.</span></p>
 <p><span lang="en">Furthermore, promoting women&rsquo;s rights is one of Germany&rsquo;s top priorities.</span></p>
 <p><span lang="en">And this is also a key focus of Nadia&rsquo;s initiative. I&rsquo;m glad that we&rsquo;re making a key contribution to treating survivors suffering from trauma. In particular, we are training women and girls in IDP camps as trauma counsellors.</span></p>
 <p><span lang="en">Ladies and gentlemen,</span></p>
 <p><span lang="en">We owe this to victims. We won&rsquo;t forget them. Nadia Murad has given them a voice and a face. Reconciliation and healing is needed, including justice for the survivors.</span></p>
 <p><span lang="en">Nadia, I&rsquo;m honoured to hear you speak once again today. It&rsquo;s so good to see you continuing your work, having built a network for peace and empowerment.</span></p>
 <p><span lang="en">We&rsquo;re living in times in which civil society has to take action. Civil society is the lifeblood of democracy. Minister Heiko Maas sends his best regards, and I&rsquo;m looking forward to hearing from everyone else as well.</span></p>

 <p><span lang="en">It is such a great pleasure to see you all! Let me say: "dear sisters and all protocol observed&rdquo;.</span><br></p>
 <p><span lang="en">To be frank: We had other plans for 2020. The anniversary of Resolution 1325 was meant to remind states of their responsibility; to live up to the commitments they gave 20 years ago!</span><br></p>
 <p><span lang="en">Instead, the world is holding its breath over the pandemic.</span></p>
 <p><span lang="en">It&rsquo;s true: Women have been among and the most vulnerable of this crisis.</span></p>
 <p><span lang="en">We have seen a steep rise in domestic violence worldwide! Sexual and reproductive health services are being cut. And many women&rsquo;s organizations are suffering from a shift in donors priorities.</span></p>
 <p><span lang="en">Especially in conflict areas, where economic resilience and social cohesion are weak the situation is particularly dire.</span></p>
 <p><span lang="en">In Germany we see, too: It&rsquo;s the women, who are crucial to the system! It is women who really need the &ldquo;mute button&rdquo;, for the &ldquo;virtual conferences&rdquo;: because babies are crying or because the situation at home is challenging. It&rsquo;s still women taking care!</span></p>
 <p><span lang="en">But amid all these bleak news I find one thing remarkable: Everywhere in the world, women are among the first responders to this crisis.</span></p>
 <p><span lang="en">They lead social responses. They protect their communities. And they engage in Covid-19 prevention and response.</span></p>
 <p><span lang="en">I&rsquo;m glad the UN Secretary-General has recognized the crucial role women are playing in the fight against Covid-19.</span></p>
 <p><span lang="en">And I&rsquo;m also glad he has called for the effective implementation of the WPS agenda. Visibility is so important!</span></p>
 <p><span lang="en">The German government signs up to this call. Corona is no reason to shift our priorities. On the contrary: It is a reason to put even more effort in reinforcing the WPS agenda.</span></p>
 <p><span lang="en">We have therefore decided to support the Covid-19 Emergency Response Window of the Women&rsquo;s Peace and Humanitarian Fund with 2.7 Mio. USD.</span></p>
 <p><span lang="en">We will step up our general humanitarian funding by another 300 Mio. EUR.</span></p>
 <p><span lang="en">And we will continue to counter every effort of watering down the language and substance of Resolution 1325.</span></p>
 <p><span lang="en">We all know that there are strong calls for a pushback of women&rsquo;s rights. But what makes me confident, is our strong network.</span></p>
 <p><span lang="en">AWLN is a crucial part of it.</span></p>
 <p><span lang="en">Sisters, Excellencies!</span></p>
 <p><span lang="en">Thank you once again for all your commitment. I am here listening and learning how we can best support your fabulous work. The good thing is: There&rsquo;s no &ldquo;mute button&rdquo; on women &ndash; we will speak up &ndash; because it&rsquo;s our right to shape the post-pandemic world on gender rights &ndash; including strong women!</span><br></p>

 <p><span lang="en">The time for words is over. We need action. Resolution 1325 was adopted 20 years ago. And still, the participation of women in peace processes remains an unfulfilled promise. The unique role that women can play in countering violent extremism is still widely ignored.</span><br></p>
 <p><span lang="en">In my talks with female peacebuilders and politicians I can see that people are losing patience &ndash; and I must say: they are right. What we need now are concrete steps and instruments to advance the goals of Resolution 1325.</span><br></p>
 <p><span lang="en">I can assure you: the German government will use its membership of the UN Security Council and the EU presidency to advance these very goals:</span><br></p>
 <p><span lang="en">Our embassies and consulates worldwide have already developed forty projects to breathe life into Resolution 1325. And that is just the beginning.</span></p>
 <p><span lang="en">In March, we will press the heads of UN peacekeeping missions at their annual retreat in Berlin to deliver on Resolution 1325.</span></p>
 <p><span lang="en">And in October as part of our EU Presidency, we will gather female peace mediators from all over the world in Brussels for an exchange on best practices.</span><br></p>
 <p><span lang="en">All of these activities aim at the concrete implementation of Resolution 1325 on the ground, and on strengthening networks among those who defend the role of women every day in the field.</span><br></p>
 <p><span lang="en">I think that&rsquo;s a good beginning, but we need more. And for that aim, we need the expertise and experience of those who work on the ground, we need your experience and expertise. That is why we are here. And that is why I&rsquo;m so much looking forward to exchanging ideas with you on how we can make real progress.</span><br></p>
 <p><span lang="en">In order to make progress, we need strong alliances. Therefore, I am really glad that we are hosting this town hall meeting jointly with our British friends and colleagues, with whom we work very closely together in strengthening Resolution 1325.</span><br></p>
 <p><span lang="en">Ladies and Gentlemen: We want actions, not words. Please do hold us accountable that we live up to this commitment.</span><br></p>

 <p><span lang="en">When talking about managing conflict and stabilisation in the Middle East I believe one nexus should be the focus point of our discussion: the link between the political process on the one hand and supporting stabilisation work on the other.</span><br></p>
 <p><span lang="en">As a region, the Middle East has been war-torn for centuries. It has never experienced lasting peace and stability. Neither can be provided externally let alone imposed:</span><br></p>
 <p><span lang="en">Peace has to come from within.</span></p>
 <p><span lang="en">So when we talk about managing conflicts in the Middle East, I firmly believe the &lsquo;managers&rsquo; must be largely regional in order to ensure that a country&rsquo;s future is shaped by &ndash; and in the interest of &ndash; the population in question.</span><br></p>
 <p><span lang="en">Of course, the international community has to play its part as well. That&rsquo;s where stabilisation efforts come into play.</span></p>
 <p><span lang="en">After long phases of conflict and war, it might seem impossible for some sections of the population to rebuild their lives there. We all need a certain level of security to flourish. We not only need drinking water and food but space to strive, to be educated and to reach our potential. Nobody can live in constant fear of physical or mental harm.</span></p>
 <p><span lang="en">As international partners, we can then try to show people that laying down their arms and committing to dialogue will eventually pay off. The clear benefits of engaging in a peaceful and constructive political process have to become apparent and palpable to the population. This is what stabilisation can help to achieve &ndash; we call it the peace dividend.</span></p>
 <p><span lang="en">Stabilisation serves this one purpose: creating prospects for the future. This means a secure environment with improved living conditions to facilitate a locally-designed political process. We support legitimate local authorities and help them take centre stage so that they can show people that there are reliable and functioning local structures. As soon as the population feels ready to place their trust in the abilities and good intentions of local actors, the first step towards lasting peace has been made.</span></p>
 <p><span lang="en">Ladies and gentlemen,</span></p>
 <p><span lang="en">Germany hardly ever works on its own. We are multilateralists. For us, it&rsquo;s self-evident that we have to embed our stabilisation efforts in an international framework. We work with many of you in this room &ndash; the United Nations, the EU and the World Bank are among our closest partners. And there are many examples which show that stabilisation is most effective when based upon firm multilateral grounds &ndash; I will focus on two today: Iraq and Yemen.</span></p>
 <p><span lang="en">1. Iraq</span></p>
 <p><span lang="en">Together with the Iraqi Government and our international partners, we have come a long way since 2014. All the initiatives we are supporting are aimed at making the benefits of political engagement visible to the local population and supporting local authorities in their efforts to increase efficiency, effectivity and confidence:</span><br></p>
 <ul><li><span lang="en">In order to do so, we have provided the UNDP Funding Facility for Stabilization (FFS) in Iraq with more than 270 million euros since 2014. The purpose of the FFS is to rebuild critical infrastructure. This should, in turn, enable Iraqis who fled Daesh to return to their homes.</span></li>
  <li><span lang="en">Second, we&rsquo;re supporting the Community Policing Programme in Iraq, implemented by IOM. In this project, Iraq communities and the police get together to establish local Community Police Forces.</span></li>
  <li><span lang="en">And third, we&rsquo;re supporting the clearing of mines and improvised explosive devices via UNMAS in order to make peoples&rsquo; homes and their environment safe again.</span></li>
 </ul><p><span lang="en">To date, 4.46 million internally displaced Iraqis have been able to return to their homes. This is a success and a very good example of what can be achieved when international and local efforts go hand in hand. Yet, the ongoing protests in Iraq, the struggle to maintain stability and the unknown fate of the remaining 1.4 million IDPs show that there are still many challenges ahead. What&rsquo;s more, they exemplify one simple but major caveat: stabilisation can replace neither politics nor diplomacy.</span><br></p>
 <p><span lang="en">This leads me to another country in which our stabilisation efforts are inherently linked to political and diplomatic efforts:</span><br></p>
 <p><span lang="en">2. Yemen</span><br></p>
 <p><span lang="en">In Yemen, we&rsquo;ve been witnessing the worst humanitarian crisis in decades. The only way to resolve this terrible conflict is by political means. This is why Germany actively and wholeheartedly supports the efforts of Special Envoy Martin Griffiths to restart the peace process &ndash; a process that must be inclusive, involving all relevant political groups.</span><br></p>
 <p><span lang="en">To advance this process, we&rsquo;re following a comprehensive approach:</span><br></p>
 <ul><li><span lang="en">First, we&rsquo;re supporting mediation efforts by bringing together key Yemeni actors in track II dialogue consultations.</span></li>
  <li><span lang="en">Second, we&rsquo;re supporting the Peace Support Facility for Yemen (PSF) in close coordination with the UN. This mechanism catalyses a much needed political solution by flexibly supporting different initiatives that have immediate effect on the ground.</span></li>
 </ul><p><span lang="en">Ladies and gentlemen,</span></p>
 <p><span lang="en">It&rsquo;s no coincidence that I have chosen to speak about Iraq. Stabilising Mosul after its liberation was a textbook example of what can be achieved when all the stars align:</span></p>
 <ul><li><span lang="en">a military success by the Iraqi army,</span></li>
  <li><span lang="en">accompanied by a multilaterally brokered political process,</span></li>
  <li><span lang="en">complemented by concrete projects to quickly provide results for the local population: from demining to building functioning infrastructure and investing in the local administration.</span></li>
 </ul><p><span lang="en">Nor is it a coincidence that I&rsquo;ve chosen to speak about Yemen. It&rsquo;s not clear yet whether or not we can reach a political solution and find ways of stabilising the peace process. I sincerely hope that Martin Griffiths&rsquo; efforts are successful. But without the political will from all sides, we will fail.</span><br></p>
 <p><span lang="en">This shows that stabilisation is as fickle as the context in which it is set. There are neither universal blueprints nor guarantees of success.</span><br></p>
 <p><span lang="en">Still &ndash; referring back to the title of this plenary session &ndash; when it comes to managing conflicts in the Middle East, or anywhere in the world for that matter, I&rsquo;m convinced that a triad of steps is crucial:</span><br></p>
 <ol><li><span lang="en">A specific conflict can only be solved by an inclusive political process.</span></li>
  <li><span lang="en">This process should be locally-owned and &ndash; when needed &ndash; UN-brokered.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</span></li>
  <li><span lang="en">It needs to be accompanied by tailored projects which make the benefits of the chosen political path palpable to the local population.</span></li>
 </ol><p><span lang="en">Ladies and gentlemen,</span></p>
 <p><span lang="en">Most conflicts are complex. This sounds like a simple truth &ndash; but it&rsquo;s not. Crises that are limited to one country and can be resolved internally have become very rare. Regional dynamics and global antagonisms are dominant factors in most Middle East conflicts. This is why traditional diplomacy and international partnerships have to play a major role in conflict resolution.</span><br></p>
 <p><span lang="en">Let me add one additional aspect from a perhaps very German perspective: As a region, Europe had been war-torn for centuries and devastated by two world wars in the 20th&nbsp;century, before our forefathers and mothers created a peace project that ended the violence for good and led to prosperity and friendship.</span><br></p>
 <p><span lang="en">While it&rsquo;s impossible to directly transfer one region&rsquo;s experiences to another two things should be clear by now:</span><br></p>
 <ol><li><span lang="en">Regional rivalry and nations-first policies tend to lead to more conflict and end in a zero-sum game.</span></li>
  <li><span lang="en">Cooperation and multilateral partnerships pay off.</span></li>
 </ol><p><span lang="en">Thank you for listening to all three of us. I&rsquo;m glad we now have time to engage in a discussion with all of you. I&rsquo;m eager to hear your views on how to manage conflict and stabilisation in the Middle East.</span><br></p>
